Opportunity Summary
An essential member of the Leadership Team, the Operations and Maintenance Manager is responsible for ensuring plans, processes and measures are in place to achieve safe, efficient, and reliable operation and maintenance of the facility to maximize operational effectiveness and ensure compliance with regulatory standards and contractual commitments. This role performs the duties of Chief Operating Engineer as defined in the Power Engineering regulations of Ontario. The Manager is also responsible for the Computerized Maintenance Management System (CMMS) and the plant inventory. The Operations and Maintenance Manager also leads, mentors, and supports the Operations and Maintenance teams at site.
Primary Functions
- Ensure safety management systems are in place and rigorously followed to promote safe work practices.
- Establish and maintain environmental monitoring and reporting systems that meet corporate and regulatory requirements.
- Identify primary operational risks for the facility and develop effective risk mitigation strategies.
- Track and monitor plant operating capabilities.
- Update the operational component of the Operations & Maintenance (O&M) Plan based on sound asset management principles.
- Meet performance factor targets outlined in the O&M Plan by ensuring staff and procedures adhere to required quality and training standards.
- Develop and monitor Key Performance Indicators (KPIs) for the plant and educate staff on their significance and interpretation.
- Ensure transactions are booked correctly by understanding the chart of accounts and aligning with cost centers and accounts.
- Manage and ensure compliance with the Ontario Reliability Compliance Program under the Independent Electricity System Operator (IESO).
- Incorporate operational and reliability data into the major maintenance plan, updating practices based on findings from maintenance activities.
- Develop departmental goals aligned with performance objectives.
- Ensure plant metering equipment complies with ISO standards and electrical equipment undergoes Preventative Maintenance (PM) to satisfy ISO, NERC, and other regulatory requirements.
- Identify primary maintenance and equipment risks using engineering and reliability principles, leading the development of long-term inspection and mitigation strategies.
- Ensure safety and environmental monitoring systems are operational and meet the highest corporate and regulatory standards.
- Ensure maintenance staff understands the inventory system and that all goods used and received are accurately recorded.
- Maintain and monitor security equipment.
- Develop departmental and performance goals and update the Maintenance component of the O&M Plan based on asset management principles.
- Ensure operations and maintenance personnel have the necessary skills and training, maintaining records to verify competency and development.
- Achieve availability, reliability, and starting reliability targets.
- Manage supplier relationships related to operations, including chemical, fuel, and water treatment suppliers.
- Develop generation, heat rate, and performance standard budgets for one to five years.
- Oversee the Operations cost budget, including variable costs such as chemicals and water treatment.
- Develop long-term operating budgets and availability forecasts aligned with maintenance plans.
- Create and implement Operations Procedures for the safe operation of equipment, emergency response, quality control, environmental compliance, and waste management.
- Ensure direct reports understand and can communicate corporate Health, Safety, and Environmental (HSE) policies.
- Oversee payroll procedures, ensuring staff use proper methods for time entry.
- Manage purchasing and receiving of consumables, materials, chemicals, process supplies, and contract labor for routine and planned maintenance.
- Implement standards and procedures for the safe maintenance of equipment, including CMMS work management, purchasing, inventory control, and reliability-centered maintenance.
- Ensure direct reports can communicate corporate HSE policies effectively.
- Maintain and control plant tooling, recommending, and justifying new tools needed for daily and preventive maintenance.
- Develop long-range maintenance plans for major equipment, incorporating OEM recommendations and reliability practices, detailed enough for zero-based budgeting.
- Ensure equipment reliability and capacity meet plant commitments and performance factors outlined in the O&M Plan at the lowest cost.
- Manage maintenance-related supplier relationships, including craft labor, predictive maintenance, specialized services, and qualified repair companies.

- Conduct Inspections and Observations: establish within the department a regular inspection of the work area and a safety observation process of work being performed.
- Establish and lead these activities following any rules, requirements or guidance established in your business unit, group, or division.
- Involve all NAES teammates in the activities.
- Analyze results, write work orders, train, and educate to eliminate hazards, at-risk behavior and meet company regulatory requirements.
- Conduct Regular Observation Tours: Conduct no less than two safety observation tours of high-risk activities e.g., confined space to verify that employees are performing the work in accordance with safe practices, company procedures and OSHA regulations.
- Regular and Frequent Contacts: conduct one-on-one contact sessions with workers to discuss safety issues, communicate expectations and coach safe behaviors, e.g., whether the employee is wearing all required personal protective equipment.
- Respond to Incidents: respond to all safety-related incidents including, but not limited to injuries, incidents and near misses; write a report that explains what happened, identify the cause, and recommend corrective action following any established business unit or division practice. Follow up as necessary to ensure that corrective action is taken.
Working Relationships
The Operations Manager reports to the Plant Manager and supervises subordinate operations personnel. The Operations Manager cooperates with the Maintenance Manager, and all other plant personnel as needed in the daily operation of the plant.
Physical Requirements and Working Conditions
Power plant environment which entails working conditions that may include extreme hot or cold temperatures, confined spaces, working at extreme heights and on grating, and working around heavy equipment, pressurized, and energized equipment. Both indoor and outdoor work are part of the job requirements. Physical requirements include the possibility of standing for extended periods of time, stair and ladder climbing and lifting up to 23kg. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Respirator qualified required. There are extensive smoking restrictions in and around the facility.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work Schedule
This position entails a Monday to Friday work schedule during regular day shift hours. Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.
Required qualifications, experience and attributes.
- A First-Class Power Engineering Certificate is required. An Instrument, Electrical, or Millwright Journeyman Ticket is considered an asset.
- A minimum of 10 years of maintenance experience, including at least 3 years in a supervisory role within a power generation facility.
- Experience with combustion and/or steam turbine maintenance is advantageous, along with proficiency in planning, scheduling, and supervising maintenance teams, and contractors.
- The role demands extensive operations knowledge and expertise in instrument, electrical, and mechanical maintenance, with a focus on the repair and upkeep of combustion turbines.
- A comprehensive understanding of power plant systems and best practices in operations and maintenance is essential.
- Proficiency in the use and application of Computerised Maintenance Management Systems (CMMS).
- Strong knowledge of long-term asset management principles, including risk management, reliability practices, value assessment, and continuous improvement strategies.
- Expertise in high-voltage electrical operations, digital control systems, and mechanical maintenance, supported by a solid foundation in mathematics and physics.
- At least 3 years of experience managing technical, supervisory, and administrative personnel at a management level.
- Demonstrated strong leadership and motivational skills, with the ability to guide teams effectively.
- Must possess and maintain a valid Drivers License at all times.
