The Technology and Innovation (T&I) Ministry supports GoA departments with information management and technology (IMT) leadership and expertise in IMT services delivery, security, and corporate investment management that enable the GoA to meet business goals and objectives.

Within the Innovation, Privacy and Policy Division in Technology and Innovation, the Privacy, Policy and Governance Branch enables government transparency and accountability through enterprise policy and program services for content management, data, technology, and privacy. Privacy is of the utmost importance to the Government of Alberta and the branch provides critical policy and services across government (with the exception of Alberta Health and Mental Health and Addictions). Core to this function is leadership on the development, maintenance and implementation of Alberta’s privacy legislation.

Role Responsibilities

Reporting to the Executive Director, this position is accountable for the delivery of high quality privacy services to government departments (with the exception of Health and Mental Health and Addictions), including managing complex, highly sensitive issues, as well as delivery of comprehensive privacy policy and advice. This includes leading a team of professionals, liaising with key partners across the department, government and privacy sector, and providing exceptional training for Executive Management as well as staff across the Alberta Public Service. To be effective in this role, the position must have a strong knowledge of Alberta's privacy legislation, collaborate across the department and government to ensure effective delivery of services as well as compliance with legislation and policies. The position must have strong time-priority management and communication skills as the work often operates under tight timelines.

Responsibilities Include:

  1. Leading the delivery of high quality enterprise privacy services for government ministries, with the exception of Health and Mental Health and Addictions.
  2. Leading the development, enhancement and maintenance of Alberta privacy legislation and policy, including but not limited to legislation, policy, frameworks, standards, directives and guidelines.
  3. Leading the Privacy Policy and Services unit, supervising and coaching staff, managing business administration, human and financial resources.

The position leads, coaches and develops staff, and manages issues and challenges related to service delivery and unit resource allocation.

Qualifications

Required:
University graduation in a field related to the position assignment (Public Policy, Public Administration, Political Science, and Law) PLUS seven years progressively responsible experience or equivalent as described. Related experience or education may be considered as an equivalency on a one for one basis.

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 years of education for 1 year of experience; or
  • 1 year of experience for 1 year education.

The successful candidate MUST also have:

  • In-depth knowledge of Alberta's privacy legislation, specifically the Freedom of Information and Protection of Privacy Act and Personal Information Protection Act;
  • Strong understanding of the linkages between policy, planning, regulatory decision-making, policy evaluation and report, political environment in which the Ministry operates, and government business plans, policy directions, legislation and structure;
  • Experience with program or service delivery with a government setting;
  • Expertise in policy development and department and government decision-making processes;
  • Familiarity with department legislation, regulation and policies.

  • Strong organizational and time-priority management skills to effectively balance multiple priorities and demands;
  • Excellent leadership and management abilities;
  • Excellent written and oral communication skills - ability to present complex information in a clear and concise format;
  • Ability to build strong working relationships.
