Reports To: General Manager/AGM

Supervises: Operations Department including; Operations Manager, Operations Supervisors, Building Engineers, IT/AV Manager, Facility Operators, Housekeeping and Set Up Crews

Overview: Utilizing initiative and independent judgment, the Director of Operations works closely with the General Manager/AGM in planning, budgeting, directing and managing operations of the facilities. In addition, the Director of Operations manages, supervises and coordinates the day-to-day operations of the facilities, including engineering, maintenance, technology support systems, set-up/changeovers, custodial/housekeeping and grounds keeping. Provides overall administrative planning, direction, and policies to operating managers and supervisors, assuring the highest quality service program.

Responsibilities:

  1. Provide overall leadership to the Operations Department.
  2. Oversee daily operation and maintenance of South Okanagan Events Centre (SOEC), Okanagan Hockey Group Training Centre (OHGTC), Penticton Trade and Convention Centre (PTCC) and Memorial Arena (MA), including HVAC, sound, lighting, ice making, fire protection, life safety, workplace safety, communications, scoreboard, etc.
  3. Oversee the development and implementation of goals, objectives, policies, procedures and priorities of assigned departments, programs and functions.
  4. Assist in establishing and monitoring work performance and safety standards.
  5. Administer and negotiate contracts with outside vendors including pest control, janitorial supply, waste management, snow removal, etc.
  6. Select, train, motivate and evaluate operations department personnel; provide or coordinate staff training and safety programs; work with employees to correct deficiencies; implement discipline and termination procedures.
  7. Plan, direct, coordinate, and review the work plan for Operation Department personnel; assign work activities, projects and programs; monitor work flow; inspect work product of subordinates to ensure accuracy and timeliness of completion.
  8. Manage the facility’s use of the Micromain program ensuring staff is in compliance with departmental standards and completing reporting requirements.
  9. Develop and administer the Operations Department Budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor and approve all facility related expenditures.
  10. Develop and maintain a 10 year Capital Budget for purchases related to facility structure and equipment.
  11. Conduct industry related studies and recommend modifications to departmental service delivery methods and operational policies and procedures as appropriate.
  12. Responsible for Health and Safety compliance in all facilities.
  13. Maintain cost records of work performed and prepare cost estimates as requested; prepare invoices for services rendered that are to be used in event settlement.
  14. Develop and maintain accountings for labor and materials by event and cost category.
  15. Ultimately responsible for installation and maintenance of ice surfaces.
  16. Maintain knowledge of and ensure compliance with relevant federal, provincial and local regulations.
  17. Direct regular departmental meetings to identify and resolve challenges and discuss ongoing projects.
  18. Communicate clearly and concisely in the English language, both orally and in writing.
  19. Work effectively in a service oriented environment subject to frequently changing priorities.
  20. Work under high pressure in meeting urgent deadlines.
  21. Analyze challenges, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of organizational objectives.
  22. Establish and maintain effective working relationships with staff, contractors and facility users.
  23. Work a flexible schedule including early mornings, days, evenings, overnight, weekends, holidays, extended (long) work days and extended numbers of days.
  24. Perform other related duties and responsibilities as required.

Qualifications:

  1. College or Technical Degree required.
  2. Bachelors Degree or better from an accredited college or university in related field.
  3. Minimum of five (5) years of increasingly responsible experience in a convention center, sports facility, performing arts facility or other multi-purpose public assembly facility.
  4. Demonstrated knowledge of facility operations, physical plant management, budget preparation and personnel management.
  5. Ability to work a flexible schedule including nights, weekends, and holidays.
  6. Ability to function in fast-paced, constantly changing, high pressure environment.
  7. Proficient in use of Microsoft Office and AutoCAD.
  8. Excellent interpersonal and communication skills.
  9. Possession of, or ability to obtain a 5th Class Refrigeration Certificate or a Refrigeration Operator Certificate.
  10. Familiarity with WorkSafe BC, BC Safety Authority and CSA standards and regulations as related to facilities.
  11. Knowledge of principles of supervision and training.
  12. Knowledge of fire and public safety regulations.
  13. Familiarity with terminology used in entertainment and convention settings.

Physical Demands:

While performing duties of this job, employee is required to stand, walk, climb stairs and ladders; work from heights; sit; use hands to finger, handle or feel objects, tools or controls; reach within hands and arms; talk and hear. Employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Accountabilities:

Directs, organizes, manages and supervises the Operations Department to ensure all needs and expectations are met in order to result in ultimate customer satisfaction.
