Position Summary:

Reporting to the Chief Administrative Officer, the Director of Finance will plan, direct, coordinate and supervise the day-to-day financial operations of the Municipality. The Director will be responsible for overseeing the operations of all municipal accounting functions, preparing monthly financial statements and reports, and supervising finance department staff. Coordinates, develops, and prepares the annual budget for Council review and approval. Prepares and presents monthly and annual financial statements for Council, including variance analysis and financial forecasts. Manages and administers the RM’s reserve funds. Develops and implements strong financial policies, procedures, systems, and controls to support effective financial management. Serves as the key contact for municipal audits. The Director also serves as a member of the RM’s senior management team and participates in strategic and operational planning.

Qualifications:

  1. Possess a relevant degree in Accounting, Finance, Economics or similar. A Professional Accounting designation is preferred.
  2. Certificate in Municipal Administration would be an asset.
  3. A minimum of five (5) years of experience in a financial management capacity, with previous experience in a municipal environment preferred.
  4. Demonstrated experience with budget planning and control, preparation of financial statements, including variance analysis and financial forecasting, preferably some of which has been gained in a municipal or related environment.
  5. A proven leader, with experience managing a variety of staff within a collective agreement framework.
  6. Experience with strategic and operational planning, and a demonstrated capability to manage multiple projects simultaneously and effectively.
  7. Strong oral and written communication skills, with significant experience preparing a variety of reports and correspondence.
  8. Experience developing and implementing financial policy and procedures.
  9. Strong financial systems experience, with experience utilizing Asyst an asset.

This is a full-time management position. The RM offers a comprehensive salary and benefits package.
