Director of Capital Project Administration

Position: Full-Time [35 hours per week]
POSITION SUMMARY:
The Municipality of the County of Inverness is seeking a Director of Capital Project Administration. The Director is responsible for advising, leading, and managing the procurement, contract administration, financial management, and regulatory compliance of all capital projects including but not limited to major facility construction, renewable energy development, solid waste, trail infrastructure, recreation facility, and water and wastewater projects. This senior leadership role focuses on ensuring that capital projects are delivered efficiently, within budget, and in accordance with the Municipality’s strategic goals, policies, and regulatory standards. The Director will collaborate with colleagues, project managers, contractors, consultants, and internal departments to ensure proper project documentation, reporting, and adherence to timelines. The successful candidate will be highly organized, detail-oriented, and skilled in financial management and contract administration, with extensive experience in cross-functional group environments.
KEY RESPONSIBILITIES:
- Project Administration Oversight:
- Lead and manage all administrative aspects of the Municipality’s capital projects, ensuring proper documentation, compliance with policies, and adherence to timelines and budgets.
- Develop and implement procedures for capital project tracking, reporting, and evaluation, ensuring transparency and accountability throughout the project lifecycle.
- Ensure that all projects are administered in accordance with municipal, provincial, and federal regulations.
- Development of Centralized Project Management Department:
- Lead the development of a centralized project management within the Municipality to standardize project management processes.
- Define clear procedures and processes for all phases of project delivery.
- Create standardized project templates, reporting mechanisms, and performance indicators.
- Develop a comprehensive project management framework that aligns with industry best practices.
- Technology Innovations and Practices:
- Drive the adoption of new technologies and digital tools to enhance project tracking and improve communication.
- Oversee the implementation of project management software to centralize data and streamline workflow.
- Continuously evaluate new technological innovations to improve project delivery efficiency.
- Collaboration with Occupational Health and Safety (OHS) Lead:
- Partner with the OHS lead to develop and incorporate an OHS program tailored to capital planning and project activities.
- Ensure that all capital projects integrate safety standards and practices.
- Conduct regular safety audits in collaboration with OHS staff.
- Financial Oversight:
- Oversee the financial aspects of capital projects, including budget development, cost tracking, and forecasting.
- Collaborate with the finance department to monitor capital project expenditures.
- Ensure accurate financial reporting for all capital projects.
- Contract Administration:
- Manage the development, review, and administration of contracts with contractors, consultants, and vendors.
- Oversee the tendering process, ensuring fairness and compliance with procurement policies.
- Ensure all contracts are properly documented and that contract terms are adhered to throughout the project lifecycle.
- Regulatory Compliance:
- Collaborate to ensure that all capital projects comply with relevant regulations.
- Ensure that all project-related documentation is maintained and accessible.
- Stakeholder Coordination:
- Serve as the key point of contact for internal and external stakeholders.
- Provide regular updates to senior management and municipal council on project status.
- Reporting and Documentation:
- Ensure the accurate and timely preparation of project reports.
- Develop and maintain comprehensive project files.
- Process Improvement:
- Continuously evaluate and improve the Municipality’s capital project administration processes.
EDUCATION & EXPERIENCE:
- Bachelor’s degree in business administration, project management, finance, engineering, or a related field.
- Formal project management training or certification is preferred.
- Minimum of seven (7) years of experience in capital project administration.
- Proven track record of successfully managing large-scale capital projects.
