Reporting to the Assistant Deputy Minister, Local Government, the Director, Nunavut Emergency Management (Director) is accountable for the provision of search and rescue operations and Emergency Services including fire prevention and fire education throughout the territory. The Director is accountable for the development, implementation and enforcement of the Fire Safety Act in order to provide Nunavummiut with a safe environment in which to live, work and play. The Director is responsible for the development of Emergency Management policies and strategies and coordinates with the Department of Community and Government Services divisions and regional offices, with other Territorial and Federal departments, and with communities regarding the implementation of related programs to ensure public safety.
The Director is responsible to ensure the division works within its budgetary means and that municipalities operate their search and rescue and emergency management programs in an efficient and effective manner to increase economic and social wellbeing for all 25 community residents. Furthermore, the Director is responsible for ensuring that operational spending is fully compatible with the objectives of the Nunavut Agreement. This position is also responsible for assisting direct reports with the development of work plans for their staff, contributes to the departmental Inuit Employment Planning (IEP) to assist the department in obtaining its overall IEP objectives obligation under the Nunavut Agreement, article 23.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree with studies in Public Administration, Political Science, Business Administration or Emergency Management, with at least ten (10) years of related experience that includes major community emergency events as part of an Incident Management Team, including four (4) years of management or supervisory experience. Experience working in a government environment is required. Experience working with and supporting local community governments is required. Management experience with a Nunavut municipality will be considered an asset. This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in Inuktitut/Inuinnaqtun would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
