Position Summary
The County of Wetaskiwin is looking for a dedicated leader with a strong technical aptitude and one who excels at setting clear expectations and driving results through consistent communication and the application of municipal policies, regulations, and legislation. The ideal candidate will thrive in a team-oriented environment, collaborating closely with the office of the CAO to provide strong leadership and operational oversight for public works capital projects and long-term planning. The position is responsible for the coordination and implementation of annual construction and maintenance programs, including budgeting, data collection, design, tendering, and supervising.
The portfolio includes oversight of: Transportation and Engineering Services, Utility and Waste Management Services, and Fleet Services. The 2025 budget for this department, including capital is approximately $32M.
Responsibilities
Prepare long-term infrastructure capital and maintenance plans for Council that maximize value for residents while minimizing cost expenditures.
- Oversee the management of:
- Expenditure control within established County policies and approved operating and capital budgets for all areas of responsibility.
- County road infrastructure, including bridges, to provide for safe and efficient movement of vehicular traffic.
- Construction management of capital projects to ensure compliance with specified standards.
- Operation and maintenance of utility structures and fleet.
- Standard operating and administrative policies and procedures for the area of responsibility.
- Prepare and submit annual operating and capital budgets.
- Prepare and present submissions to County Council for consideration and decision.
- Ensure all work is carried out in a manner consistent with legislation and or existing bylaws or directives.
- Responds to public and Council concerns and inquiries.
- Liaises with consultants and contractors for the establishment of operational and capital contracts.
- Research new technology, products or innovative techniques.
- Ensure all work is carried out in a safe and efficient manner.
- Coordinates with all direct reports to ensure that adequate staff training and resources are in place, and utilized effectively, to meet the service delivery standards of the County.
- Foster a working environment focused on continuous improvement and customer service.
- Actively investigate funding opportunities for capital projects.
Qualifications
The successful candidate will possess the following:
- A post-secondary Bachelor’s Degree in Civil Engineering, or a related discipline, coupled with management and leadership training.
- A minimum of ten (10) years of progressive management and leadership experience at a senior level, including corporate budgeting and business planning, external partnership development, and stakeholder engagement.
- Demonstrated Project Management experience of multi-million dollar projects.
The following are considered assets or preferences:
- Professional engineering designation with APEGA.
- A balance of private and public experience.
- Experience with the management of a municipality, particularly in a rural context.
- PMP Certification.
- Grant Writing Experience.
