The Manitoba Government is seeking highly motivated Development Review Technologist to work with the department of Manitoba Transportation and Infrastructure. This position offers reliable and full time employment with a defined pension plan. Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess a valid Class 5.0 driver's licence without restrictions
  • Must have the ability to travel within the province (by air or land)
  • Must be physically capable of performing the required duties of the position such as prolonged sitting, medium lifting (carrying up to 25 lbs), walking (on possible uneven surfaces) and wearing of Personal Protective Equipment.
  • Must be able to work extended hours or irregular hours such as weekends/overtime, involving overnight stays.

Qualifications:

Essential:

  • Diploma from a recognized college/institute of technology in an applied science or land use/urban planning, or the successful completion of the Department’s Level 3 training program or a suitable combination of training and experience in a related field may be required.
  • Knowledge of highway planning
  • Experience of community planning principles, methods, and procedures.
  • Experience of access management principles.
  • Excellent written communication skills in order to communicate effectively with staff, other provincial departments and agencies, and the public.
  • Excellent verbal communication skills.
  • Strong organizational skills in order to independently, prioritize workloads and meet tight and conflicting deadlines.
  • Ability to work independently and make sound well thought out decisions with minimal supervision.
  • Good analytical skills in order to review proposals, determine possible negative impacts, and recommend appropriate mitigative actions and/or alternative solutions.
  • The ability to interpret, analyze and communicate technical information such as plans, sketches, certificate of titles, aerial photography etc.

Desired:

  • The ability to interpret provincial Acts, policies and regulations.
  • The ability to prepare and deliver presentations before quasi-judicial bodies (Municipal Board).

Duties:

The Development Review Technologist protects provincial highway interests by reviewing land use and development proposals adjacent to or in the vicinity of the Provincial Road system to ensure that its safety, efficiency, and future infrastructure needs are not compromised. The Development Review Technologist recommends appropriate mitigative measures to proposed developments in an effort to maintain safe and efficient traffic operations, prevent premature obsolescence of existing highway facilities and allow for future highway expansion in a manner that will minimize disruption to adjacent development.
