Job description

MatchBox Consulting is seeking a Development Manager for our client, a leading industrial developer builder across North America.

The Development Manager will be responsible for managing speculative and built-to-suit industrial projects from site identification / acquisition through obtaining a development permit and continuing with the project to occupancy. Primary responsibilities are to engage and coordinate the project consultant team and manage the municipal permitting process and project timelines. This role will work closely with the sales team, design, land development, property management and the construction team.

Responsibilities :

  • Lead the consultant team with submission of development applications and all required permits / approvals
  • Manage rezoning applications and Development Permit approvals which at times may also include higher order plan amendments including Area Structure Plans and Outline Plans
  • Expedite the resolution of all development permit issues which arise to maintain project schedules and the level of quality of each project
  • Complete detailed legal review of all projects in advance of preparing application
  • Participate in design meetings to evaluate designs from an approvals perspective, zoning compliance, financial feasibility, constructability concerns, and compliance with any encumbrances
  • Work closely with development and construction teams to facilitate successful construction integration
  • Review comments on development approvals, strategize on the most cost effective and least disruptive approach to advance approvals and work with estimating team to finalize costs
  • Formulate development schedules and identify any risks within the design and strategy to the internal team
  • Request and review RFP’s, manage consultants, review designs and manage consultant schedules
  • Prepare and coordinate RFP responses for potential build to suit opportunities
  • Ensure client specifications and standards are integrated into the design of the project
  • Ensure all changes to the permit drawings are submitted to the EVP Industrial Development and Director, Design for review and approval relative to budget and schedule impacts
  • Review all site plans and identify any potential conflicts with on and off-site infrastructure, grades, trees / vegetation and compliance with municipal engineering design requirements
  • Work with analysts to development proformas for potential speculative and build to suit developments
  • Complete preliminary site / development review. This shall include both development and financial feasibility review
  • Develop and nurture relationships with the Alberta industrial brokerage community
  • Provide fee for service Development Management functions for 3rd party clients
  • Willing to travel in AB as needed

Requirements :

  • Minimum of 5-7 years’ experience leading development projects
  • Experience as a development manager in land and building development
  • Experience with build to suit industrial developments
  • Experience in working with municipal departments for rezoning, development permit and building permit applications
  • Familiarity with higher ordering planning (Regional Growth Plans, Area Structure Plans, etc.) is considered an asset
  • Ability to review and understand architectural, civil, and landscape drawings
  • Strong understanding of legal contracts and title documents including purchase and sales agreements and the Alberta Condo Act
  • Strong understanding of municipal governance structures, as well as where provincial and federal authorities can impact development
  • Knowledge of the Development Permit and Building Permit processes and other city approvals
  • Knowledge of the Municipal Government Act or other Western Canadian planning legislation, as well as planning processes in Calgary and Edmonton
  • Experience with land due diligence review, and managing tasks on multiple, concurrent projects
  • Post-secondary education in a related discipline
  • Excellent communication skills, combined with proven presentation experience within a senior level management group
  • A track record of establishing highly functional relationships with diverse personalities both within and outside the company
  • Proficient in Excel, Word and Outlook as well as preferred knowledge of Timberline and MS Project and / or P6
  • Thrives in a fast paced, team oriented environment
