About the Role:

The Critical Infrastructure Protection Compliance (CIP) Advisor is responsible for supporting ATCO’s CIP Compliance Program, coordinating compliance requirement tasks across multiple stakeholders to ensure compliance with the Alberta Electric System Operator (AESO) Alberta Reliability Standards (ARS).

The successful candidate will be an integral member of ATCO’s Cybersecurity & Compliance team. The role is responsible for the development, implementation and maintenance of required documentation and reporting of security activities in support of ATCO’s CIP Compliance Program. The position acts as a Subject Matter Expert for the CIP standards, in both a project and operational capacity, for the delivery of CIP compliance, oversight and monitoring related services and functions.

The CIP Compliance Advisor is required to support and at times lead the investigation, analyze and prepare self-reports and mitigation plans on suspected contraventions to the AESO CIP standards. They will also provide subject matter expertise on cybersecurity and CIP compliance matters and will work with teams both internal and external to ATCO Electric, registered entities, and regulators to ensure the reliability and security of Alberta’s Bulk Electric System (BES).

What You Get to Do:

  • Partake in the management and development of ATCO’s CIP Compliance Program and associated processes, procedures, forms, and provide implementation support for changes with employees and contractors.
  • Contribute to new development, execution, and maintenance of the ATCO Electric ARS compliance process documentation as it relates to AESO ARS CIP Standards.
  • Regularly review CIP ARS evidence, compliance processes, and associated documentation for completeness.
  • Review reports (exception, periodic, self-reporting, and self-certification) for completeness and consistency and recommend submission of appropriate reports to the MSA and AESO.
  • Prepare evidence for assigned CIP standards, supporting internal and external audits.
  • Contribute to and support annual self-certification.
  • Contribute, support, and assist with implementation of compliance software tools.
  • Support regulatory compliance to manage, develop, and maintain effective controls, monitoring solutions, and compliance reports.
  • Partner with other team members in preparing all reporting to both internal and external regulatory agencies.
  • Support senior team members with development and maintenance of department KPI’s, assisting with planning improvements, and aligning service improvements with KPI’s to foster a culture of ARS CIP compliance.

Who you are:

  • Bachelor’s degree in Computer Science, Cyber Security, Information Systems Technology, or Electrical Engineering. Equivalencies combined with experience may be considered.
  • 3-5 years of related experience in a Generation and/or Transmission Utility.
  • Experience with NERC & AESO CIP standards.
  • Knowledge around Protection and Control, Industrial Control Systems (ICS), Automation and SCADA, Networking, Infrastructure, telecontrol, and other instrumentation substation assets.
  • An understanding of the current industry structure in Alberta including AESO, AUC and MSA roles and responsibilities, EUA, Transmission Regulations, etc.
  • An understanding of the AESO Rules and the Alberta Reliability Standards.
  • Experience with compliance auditing and reporting.
  • Strong analytical and problem-solving abilities.
  • Proven ability to develop and implement compliance programs.
  • Willingness to embrace new technology that contributes to compliance efficiency.
  • An understanding of the Alberta Interconnected Electric System (AIES) transmission system and of transmission system operation and planning would be an asset.
