Position Overview
Reporting to the Manager, Asset Management, this position will assist in ensuring that the City’s infrastructure is managed and maintained in an effective, safe, and reliable manner. The incumbent will maximize benefits, reduce risk, and provide exemplary levels of service to our citizens in a socially, environmentally, and economically sustainable manner in relation to the City’s Asset Management. The incumbent must have an exceptional working knowledge of data management and analysis (preferably on municipal infrastructure), capital planning, project management, asset management practices and software, with highly developed analytical, problem solving and decision-making skills.

Key Responsibilities

  • Responsible for the data accuracy, integrity, and quality of the Corporate and the Agencies, Boards and Commissions (ABC) assets information within the City asset management system, databases and GIS, which may involve data analysis and collection, data correction or data updates;
  • Assist in the development and implementation of an Asset Management System (AMS);
  • Assist the Manager, Asset Management with the development of standards and procedures to ensure that assets are maintained in the most natural, energy-efficient and reliable manner that costs the least to operate over the life cycle of the asset;
  • Work with other departments and ABC to ensure that asset management policies, standards, processes, practices, data collection procedures and processes, condition and risk framework, etc. are followed, maintained and implemented;
  • Provide technical research, financial data analysis, infrastructure replacement costs, life cycle costs, etc. including reports and graphs to support the City’s asset management system;
  • Assist other departments and ABC with data collection and reporting;
  • Work closely with the finance department in matters relating to asset management;
  • Conduct infrastructure inspection, condition and risk assessment and integrate the information collected into the City’s asset management system;
  • Continually seek opportunities for improving efficiencies in operations, maintenance and asset replacement practices;
  • Provide support to the Manager, Asset Management to identify cost effective solutions to improve the capabilities and efficiencies in managing data for asset management processes and for improving basis of investment decision making;
  • Assist the Manager, Asset Management with ongoing management and preparation of lifecycle investment profile for asset groups using defined risks approach, including the establishment of infrastructure replacement strategies through the use of full life cycle costing principles;
  • Assist in the development of Level Of Service (LOS) Framework and Key Performance Indicators (KPI) for individual assets;
  • Assist in the monitoring of progress and success of the Asset Management Program within the organization;
  • Coordinate asset management activities and records with other relevant departments and agencies;
  • Assist in ensuring that the most up to date information on the City’s assets is gathered and maintained in the City’s asset management information system as well as other systems and databases;
  • Assist in establishing operations and maintenance policies to extend the useful life of assets;
  • Work closely with other departments, consultants and agencies to update the asset registry to include the necessary information to help effectively manage the asset and improve decision-making;
  • The position is expected to evolve and adapt within the ever-changing organizational and political environment.

Essential Qualifications

  • Bachelor’s degree in Engineering, Computer Science, Business Administration or related discipline, with a minimum of five years working experience related to capital planning, data analysis, database development and data management on municipal infrastructure is required. Other combinations of education and experience may be considered.
  • Designation or Certification in Asset Management Planning is preferred.
  • Working experience in municipal infrastructure design, construction and inspection will be an asset.
  • Demonstrated knowledge of project management methodologies and best practices.
  • A proficient level of computer literacy and working knowledge of Microsoft Office and databases.
  • Working knowledge of GIS, AutoCAD and asset management software would be an asset.
  • Excellent interpersonal, verbal, and written communication skills, with a strong focus on customer service and the ability to interact effectively with team members, customers, and a variety of stakeholders.
  • Proven organizational and time management skills with the ability to meet specific deadlines.
  • Ability to work independently and as part of a multi-disciplinary team.
  • Self-motivated, goal-oriented individual capable of working in a dynamic and challenging work environment.

The successful candidate must have a demonstrated willingness to complete additional training, education, or certificates as required.

Obtaining a Level 2 security clearance is a requirement for this position.

The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.
