eBay is seeking a highly collaborative and motivated Consumer Insights Manager to join our growing Global Consumer Insights team. This role is a critical thought partner for internal business partners, providing insight-led recommendations to drive strategic decisions.

The position will report to the Head of Regulatory and Seller Insights and will focus on Regulatory Insights, supporting eBay’s Regulatory Initiative — a global effort to ensure seamless customer solutions that align with evolving regulatory requirements. You will work cross-functionally across Legal, Tax, Product, Marketing, Customer Support, Government Relations, and other critical teams to shape consumer-centric solutions that balance regulatory compliance and business growth.

Key Responsibilities

Consumer Insights Strategy & Execution

  1. Lead the design and execution of primary and secondary research (qualitative and quantitative), using the latest methodologies (e.g., agile research, AI-powered insights).
  2. Work closely with leading research partners and ensure high quality results.
  3. Partner with internal and external researchers to ensure best-in-class data collection, synthesis, and insight generation.
  4. Deliver clear, actionable recommendations to guide strategic decision-making across multiple business functions.

Storytelling & Communication

  1. Synthesize and distill complex consumer insights into compelling narratives that drive executive-level decision-making.
  2. Present research findings with confidence, clarity, and impact to senior business partners and teams across the organization.
  3. Provide data-backed strategic guidance that shapes eBay’s regulatory and business approach.

Executive Partnership & Business Impact

  1. Build positive relationships with leaders, cross-functional teams, and regulatory partners.
  2. Understand and navigate cultural and market differences, ensuring insights are globally relevant yet locally actionable.
  3. Drive thought leadership, influencing initiatives through customer-centric insights.
  4. Advocate for the voice of the customer, ensuring insights inform policy, product, and business decisions.

Qualifications & Experience

  1. 5+ years of relevant working experience in consumer insights, market research, conducting research globally and specifically in Europe.
  2. Experience in regulated industries would be an asset, ideally within e-commerce or tech.
  3. Demonstrable experience designing, planning, and running primary and secondary, qualitative and quantitative research using the latest research techniques (e.g., agile, AI…). Strong qualitative research skills preferable.
  4. Executive presence and the ability to influence business partners at different levels of hierarchy.
  5. Excellent storytelling, communication, and data visualization skills.
  6. Ability to effectively prioritize efforts and resources and adapt to changing requirements.
  7. Business sense with an ability to understand company strategy and external factors (such as regulatory developments in the EU and US) and align insights work accordingly.
  8. Clear, succinct communication style. Able to explain complex topics simply.
  9. Fast and self-motivated learner with the ability to get up to speed fast on new and different challenges or areas of the business and in the changing regulatory environment.
  10. Proficiency in English is required; German skills are a plus.
