Detailed Overview:

The Consultant, Physician Services is responsible for comprehensive contract management services and administration of all physician contracts within the assigned clinical service portfolio/areas. Through collaboration and coordination with relevant leaders, the Consultant ensures achievement of high quality and safe physician services, compliance with accountability expectations, and minimization of organizational risk. The Consultant provides expertise and guidance to senior clinical and operational leadership, and serves as a critical link between Fraser Health (FH) and external organizations, such as the Ministry of Health, Health Employers Association of B.C. and legal counsel on physician contract matters. Within the assigned clinical service, the Consultant also provides project and/or change management services on transformation initiatives related to physician services.
Responsibilities:
- Provides physician services expertise and consultation to assigned clients by utilizing comprehensive contract management and administration principles.
- Reviews Alternative Payments Program (APP) services and sessional utilization, provides input into the development of the Health Authority annual plan, operates and assigns the Medical On-Call Availability Program (MOCAP), and develops and maintains hybrid contracts.
- Provides project and/or change management services on physician related transformation initiatives. Coordinates and collaborates throughout all phases of the transformation initiative. Provides input into the development and implementation of assigned transformation initiatives to ensure a strategic change context is contemplated and an optimal plan/structure is in place to achieve the desired outcomes and benefits.
- Leads negotiations with contracted service providers, program areas, and external stakeholders, provides professional advice and guidance, facilitates consensus and resolves problems.
- In conjunction with Director, represents Physician Services and FH in negotiations with physicians and the Ministry of Health for the provision of designated clinical services.
- In conjunction with the Director, represents Physician Services and FH on provincial committees and working groups to improve the effective management of physician contracts and ensure consistent application of provincial standards. Represents the Director, as required.
- Maintains current knowledge of Ministry policy and legislative changes, and ensures understanding of the impact of negotiated agreements between the Government and the BC Medical Association with respect to physician contracting.
- Provides expertise, interpretation and guidance to the Director, senior executive, medical leadership, physicians and other relevant stakeholders.
- Provides expert advice to assigned program managers, relevant leadership and Executive on various physician programs, payment models, contract deliverables, as well as FH and Ministry of Health policy and negotiated agreements.
- Provides progress monitoring and reporting to assigned clients and/or operational contract managers by articulating quality measures within contracts. Provides Contract Managers with data so they may evaluate the achievement of contracted service deliverables.
- Prepares and presents briefing papers, policies, business cases, tracks issues and reports on resulting decisions/actions.
Qualifications:
Education and ExperienceA level of education, training and experience equivalent to a Bachelor's degree in Health Administration or Business Administration plus a minimum five (5) years recent related experience in healthcare at a high degree of complexity in an area related to medical practitioners, leadership, relationship building, quality assurance, strategic initiative development and implementation, or an equivalent combination of education and experience.
Valid BC Driver's Licence and access to a personal vehicle for business related purposes.
