Position Summary

The Construction Manager (CM) will support the execution of client Capital Improvement Program (CIP) and Airport Tenant Improvement Program (TIP) projects across airside, landside, and terminal areas. The CM will report to the Senior Project Manager (SPM) or designated client representative responsible for managing, monitoring, and reporting on active construction projects.

The CM will oversee field personnel, including resident engineers, field engineers, construction inspectors, and specialty services providers, ensuring construction is aligned with project plans and client requirements while minimizing impacts on airport operations. The role requires daily on-site presence in Ontario, CA, which may include night shifts depending on the CIP schedule and construction phasing.

The CM will drive the construction effort, coordinate with contractors, design consultants, and stakeholders, and resolve field-level issues to ensure construction activities meet quality, safety, and schedule expectations. The CM will represent the client’s interest in all construction-related matters and work closely with regulatory authorities and utility providers throughout the project lifecycle.

Duties and Responsibilities

  • Prepare gap analyses and recommend improvements to client project-related activities and procedures.
  • Assist in developing best practices in project and construction management.
  • Recommend project delivery methods and support non-traditional procurement strategies.
  • Coordinate construction interfaces among clients, tenants, AHJs, regulatory agencies, and stakeholders.
  • Assist in developing and maintaining risk and opportunity matrices.
  • Participate in constructability and operational impact reviews.
  • Assist in reviewing design deliverables through all project phases.
  • Assist in responding to RFIs, clarification requests, submittals, samples, and shop drawings.
  • Oversee environmental, labor, DBE/SBE, and safety compliance.
  • Perform QA activities, including field inspections, measurements, and verifications.
  • Conduct daily construction inspections and shop inspections and prepare reports.
  • Coordinate with engineers to resolve design and construction issues.
  • Assist change management tasks; support dispute resolution and claims avoidance.
  • Participate in stakeholder presentations and project coordination meetings.
  • Manage site logistics and ensure commissioning and activation services as needed.
  • Support airport planning analysis and coordinate with external agencies and utility providers.
  • Oversee utility shutdowns and impact analysis.
  • Ensure compliance with regulatory requirements.
  • Administer project closeout activities, including punch lists, testing, commissioning, and documentation.

Position Qualifications

  • Minimum years of experience required: 15+ years, airport-related project experience preferred.
  • Required education: bachelor’s degree in engineering, construction management, or related field. PE or PMP preferred.
  • Proven ability to manage complex construction projects at airports or similarly regulated environments.
  • Experience coordinating with AHJs, regulatory agencies, utility providers, and diverse stakeholders.
  • Strong knowledge of project management best practices, including risk analysis, QA/QC, and compliance monitoring.
  • Proficiency with reporting tools, PMIS, dashboards, and construction documentation (RFIs, submittals, field directives).
  • Familiarity with environmental regulations, labor compliance, and DBE/SBE program requirements.
  • Skilled in reviewing technical designs and resolving design/construction conflicts.
  • Ability to conduct constructability reviews, operational impact assessments, and activation services.
  • Strong communication skills with experience leading stakeholder meetings and presenting to senior management.
$135,500 - $176,800 a year
The salary range for this position is $135,500 - $176,800.
A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual’s scope of relevant experience and geographic location.

Additional Requirements

  • Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.
  • Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
