If this sounds like you, the City's Encampment Office is currently seeking an enthusiastic individual experienced in supporting the city’s encampment response to join our growing team.
The Community Development Officer role is instrumental in coordinating resources and supports towards encampments and the community around, while developing and implementing multi-faceted improvements in conjunction with other City of Toronto Divisions/Units. Critical aspects of this role include: conducting assessments of encampments, creating implementable action plans with property management teams/owners and people living in encampments, enabling connections and collaboration with City divisions, local utilities and others, as well as community development and support activities.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff and students, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Develops, recommends and administers program and project budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Provides community development services within and for the community-based sector to elected officials; volunteers, managers and staff of incorporated and unincorporated groups; and community coalitions.
- Provides management and organizational consulting services to City of Toronto management and boards of directors, management and staff within the community-based sector.
- Coordinates and/or provides management advice, project management and policy development support to Council-initiated, corporately-determined and community-based initiatives on tower renewal.
- Contributes - through coordination and policy development - to the implementation of Council's Strategic Plan and Social Development Strategy in order to achieve outcomes that promote a sustainable community.
- Develops capability and leadership in the field of community development by designing, delivering and administering training and development programs within the community-based sector.
- Creates programs and/or projects from conception as required, and manages a portfolio of projects.
- Administers effective operational coordination among operational teams within the City of Toronto across all Divisions.
- Promotes, leads and/or coordinates integrated service delivery projects that includes senior managers from city services, funders, residents, educational institutions, business, and community agencies.
Key Qualifications:
- Post-secondary education (i.e. social work, sociology, planning, environmental studies, or public policy) or equivalent work experience in a discipline pertinent to the job function.
- Considerable experience in community development, community advocacy/engagement, energy and water conservation, stakeholder management, program development, and creating responses to address changing needs of communities.
- Considerable experience in problem-solving, and project coordination including the definition of project purpose and objectives.
- Experience in operational planning and delivery of community engagement and consultation processes.
- Experience developing and/or delivering frontline services, programs or related policy work to address community issues such as mental health, homelessness, substance use, and community violence.
- Consensus builder with sound judgment in public/human relations and partnership development, strong conflict resolution, interpersonal and problem-solving skills.
- Demonstrated competency in written/oral communication and presentation abilities, proficiency with Microsoft Office, and managing competing priorities in a fast-paced environment.
