WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

Provide engagement and communications advice to internal client groups. Plan, develop and implement a variety of engagement plans and communications projects to support City programs, services, and initiatives.

KEY DUTIES

  1. Develop and implement strategic communications plans and tools including media releases, advertising, brochures, and website content.
  2. Draft issues briefings for management and City Council.
  3. Assist in developing and refining communications policy, guidelines, and evaluation methods.
  4. Develop, implement and evaluate engagement plans for community and stakeholder input on strategy, program or service and report findings to leadership.
  5. Develop engagement tools and communications materials to support the engagement initiative.
  6. Coordinate and manage communications projects and programs with internal stakeholders and with government and community partners; develop and evaluate long-term strategies; monitor effectiveness of communications programs and tools.
  7. Research, write and edit copy for public information materials targeted at internal and external audiences; prepare presentations on various topics; write and edit internal staff communications including weekly electronic newsletter.
  8. Develop and implement project-specific communication plans. Work with City departments to initiate communications items.
  9. Coordinate print production projects such as the annual report and brochures; coordinate, write, monitor and edit website content.
  10. Provide communications assistance to directors, managers and departmental staff; provide advice, information and media support.
  11. Respond to media enquiries; coordinate positive media coverage including preparation of media releases and supporting materials to raise awareness of the City’s programs and services.
  12. Provide communications support and act as alternate Public Information Officer for Victoria Emergency Management Agency.
  13. Promote the City of Victoria and its initiatives with stakeholder and community groups; develop and coordinate event planning and management with internal and external stakeholders; coordinate audio and visual applications for public events.
  14. Perform related duties where qualified.

INDEPENDENCE

Work is generated by annual objectives, departmental work plans, requests from Council, operational demands, emerging communications issues or is assigned by supervisor. Work is reviewed through meetings with supervisor. Issues such as major expenditures or deviations from policy are referred to supervisor.

WORKING CONDITIONS

Physical Effort: Normal.

Mental Effort: Deal with complaints and negative comments. (rare) Meet multiple deadlines. (frequent) Short periods of intense concentration while working on communications issues. (often)

Visual/Auditory Effort: Focus on a variety of source data and computer for long periods. (often)

Work Environment: Office. May be required to work irregular hours. (premium item)

KEY SKILLS AND ABILITIES

  1. Organize and prioritize work with excellent time management and organizational skills and ability to adapt to changing priorities.
  2. Understand and apply the techniques of engagement strategies, communications planning and coordination, public consultation, project management, and event management.
  3. Provide technical guidance and advice to user departments.
  4. Research and compose communications materials.
  5. Working level operation of City word processing, spreadsheet and communications specialty software.
  6. Establish and maintain effective working relationships.
  7. Deal effectively with the public and outside agencies.
  8. Represent the City to the public and outside agencies.

QUALIFICATIONS

Formal Education, Training and Occupational Certification: Degree in Communications or Journalism. (4 years)

Experience: 3 years related experience or an equivalent combination of education and experience.

OTHER: May be requested to substitute in a more senior position. Experience in a local government or public institution setting is an asset.
