As part of the Sector Capacity and Performance Portfolio, the Sector Support program manages the Wait Time Information System (WTIS) which captures wait times for surgical and medical imaging (MI) cases along with MI efficiencies from facilities across Ontario. Sector Support also includes the Surgical Efficiency Targets Program (SETP) which supports the measurement and reporting of operating room performance across the province. The information from these systems is used by the Ministry of Health (ministry), Regions, facilities, and other stakeholders to inform performance improvement strategies for reducing wait times and improving efficiencies for both surgery and medical imaging in Ontario.

Early and consistent clinical engagement is a core principle of Sector Support. The Sector Support program utilizes clinician experts and other key stakeholders to ensure consistent, timely, strategic clinician engagement and ensures that clinician leadership and advice is embedded within each work stream of the program. The Clinical Liaison is an integral member of the Surgery and MI Information teams. The Clinical Liaison reports to the Manager for the respective program. This individual will work with and support the team to ensure clinical expertise, advice, and stakeholder engagement is achieved within the clinical stakeholder community.

Here is what you will be doing:

  • Lead strategic and operational initiatives aimed at capturing and using clinically relevant, meaningful data for the ministry, regions, hospital administrators, clinicians, external organizations, and patients
  • Lead requirements gathering with internal and external stakeholders for provincial scale project implementation
  • Lead, coordinate, engage, and work actively with clinical advisory panels, clinicians, facility IM/IT/decision support, and other stakeholder groups to solve complex business problems and develop effective clinical policies and solutions
  • Facilitate expert clinical discussions as part of informing and advancing program goals or understanding system pressures, synthesizing feedback, themes, and incorporating to advance program objectives
  • Lead or support development of varied communications and documents, including briefing notes, clinically and/or health administrator focused communications, issues management, presentations, and business cases
  • Liaise and provide expert clinical guidance and leadership to other Ontario Health teams to ensure clinical relevancy
  • Lead, provide strategic and clinical context for large scale program projects and provincial IM/IT provincial implementation (e.g., Auditor General audit and/or WTIS Expansions)
  • Build and foster relationships, develop effective networks and maintain strong relationships within the healthcare community, the ministry, key Ontario Health partners, and external stakeholders
  • Provide constructive and clinical input to guide operational and project deliverables and milestones
  • Provide clinically relevant recommendations to guide funding decisions, system capacity, and planning as required to the Ministry of Health
  • Lead the development of advance analytics modeling for resource allocation for MI & Surgery programs
  • Create and add clinical commentary on complex multi-year demand forecasts, wait time projections, and yearly funding requirements to meet wait times targets
  • Design, coordinate and lead best practices and expert panel recommendation documents to support system recovery and transformation
  • Oversee the day-to-day line of business activities i.e., Reporting products, stakeholder meetings, development of MI & Surgical best practices, supporting facilities questions
  • Work collaboratively with other Clinical Liaisons to ensure strategic alignment within HSI programs
  • Work with internal groups to develop key compliance indicators to ensure high quality data
  • Create evaluation and prioritization framework for assessing key diagnostic imaging related operational proposals
  • Perform cross-functional and other duties consistent with the job classification, as assigned or requested

Here is what you will need to be successful:

Education and Experience

  • Completion of an undergraduate degree in a health discipline;
  • Graduate degree in Health Sciences, Health Administration, Health Informatics or related field, or equivalent combination of educational training and experience is preferred;
  • Minimum Five (5) years relevant clinician experience in an acute care setting and a recognized clinical leader by their peers;
  • A member in good standing with a regulated health professional college, or at minimum is eligible for registration in a regulated health professional college;
  • A member in good standing with a clinical college for the role which they are applying for (e.g., College of Nurse of Ontario or College of Medical Radiation Technologists of Ontario) is preferred

Knowledge and Skills

  • Strong knowledge and understanding of the leading practice care management functions and processes to support effective patient flow in facilities;
  • Strong knowledge and experience in leading initiatives to decrease wait times and improving efficiencies;
  • Experience with clinical systems (e.g. Radiology Information System, booking systems, etc.) and their integration with other applications in the facility;
  • Experience in facilitating end-user groups to identify and clearly document business requirements for the care management process;
  • Clinical informatics experience supporting design and implementation initiatives is considered an asset;
  • Knowledge of the linkages of performance management to benefit process and outcomes measures;
  • Energy, enthusiasm, flexibility and an ability to accomplish goals and change as it relates to best practices and the strategic direction of the organization;
  • Strong facilitation, presentation and project management skills; excellent written and verbal communication skills.
