Job description

On behalf of our Public Sector Client, Ignite Technical Resources is recruiting for a CIP Specialist (Reliability Standards Assurance) to join our Client's team on a 12-month contract basis. This role is 100% Remote, and the Client is based in Burnaby, BC.


Summary of the Role

The successful candidate will provide expertise in Critical Infrastructure Protection (CIP) compliance and assurance for North American Electric Reliability Corporation (NERC) Mandatory Reliability Standards (MRS). This role will support compliance oversight, risk assessments, incident reporting, and regulatory processes to ensure adherence to industry standards.


Duties & Responsibilities

  1. Manage and support internal stakeholders in implementing and maintaining compliance with MRS.
  2. Maintain expertise in NERC CIP regulations and collaborate with industry groups, including WECC and other utilities.
  3. Oversee communications with WECC on CIP compliance matters.
  4. Monitor regulatory changes and coordinate the Client’s involvement in standard revisions.
  5. Prepare and submit final Assessment Reports for new/revised standards.
  6. Identify and implement CIP Program improvements, including governance and compliance monitoring.
  7. Assess risks and internal controls related to CIP compliance, leading assurance activities.
  8. Review compliance narratives, evidence, and internal controls for effectiveness.
  9. Provide training, coaching, and guidance on CIP compliance best practices.
  10. Support investigations of non-compliance, prepare self-reports, and assist in mitigation planning.
  11. Track and report on CIP compliance trends, identifying areas for improvement.

Core Requirements

  1. 10+ years of experience in cybersecurity, reliability compliance, or audit within the electric utility industry.
  2. Expertise in security governance, audit, risk, and controls based on frameworks such as NERC CIP, COSO, COBIT, ISO, or NIST.
  3. Strong written and verbal communication skills.
  4. Proven ability to influence and collaborate with cross-functional teams.
  5. Effective presentation skills for conveying complex technical issues to diverse audiences.
  6. Strong leadership and problem-solving skills.
  7. University degree or equivalent combination of education and experience.
  8. Ability to obtain security clearance for a Security Sensitive Position.

Desired Skills & Experience

  1. Security certifications (e.g., CISSP, CISA, CISM, NCSF, PSP).
  2. Experience with Industrial Control Systems (ICS), SCADA, and Operational Technology (OT) in the energy sector.
  3. Knowledge of NERC/MRS Programs, particularly within Canada and BC.
  4. Experience leading investigations and analyzing large volumes of technical data.

Terms

This is a 12-month contract role that is 100% remote. The successful candidate must provide their own laptop. A background check and references will be required.
