The Opportunity
Reporting to the Chief Executive Officer, the Chief Strategy & Operations Officer will play a key role for leading and overseeing the strategic direction, operational excellence, and overall organizational effectiveness of the newly established government agency. This position is critical in ensuring the agency’s mandate is executed efficiently and effectively, with a focus on optimizing processes, setting strategic goals, managing change and ensuring alignment with public policy and government priorities.
Key Responsibilities
- The Chief Strategy & Operations will set the vision, strategy, and priorities for all corporate service functions in alignment with the overall strategy and direction of BOF and the diverse corporate services needs across the organization.
- Provides strategic leadership and accountability for the planning, development and implementation of strategies, frameworks, internal policies, customer service standards, processes, and program initiatives for corporate services, ensuring consistency in corporate administration and support across the organization.
- Guide and oversee applicable risk management activities in accordance with the strategic direction, goals, objectives and policies established by the CEO, the BOF Executive team and the BOF Board of Directors.
- Leads the development of operational plans for corporate services which align with the overall strategic plan and the development, monitoring and reporting of performance metrics and risks related to corporate services.
- Champions and leads critical change and a new collaborative, forward-thinking culture within the corporate services function, and works with others to achieve this across the organization.
- Leads change initiatives to support the vision of the organization, culture and overall efficiency as the agency evolves. Fosters a culture of innovation and creativity by promoting and implementing diverse ideas, and industry leading strategies. Accountable for meeting objectives by evaluating the results of performance measures and benchmarks to ensure their effectiveness.
- Provides corporate services and support to the CEO and senior executives on all corporate services related initiatives, services, applicable risks, and issues and provides strategic expertise and support directly to the CEO on confidential and board-level corporate services matters. Attends and leads Board discussions on corporate services matters, upon request.
- Accountable for the strategic direction and priorities for human resources and providing overall leadership of the planning, development and management of human resources frameworks, programs, policies and services for BOF.
- Accountable for strategic direction, priorities, and work product for BOF marketing, branding, and communications to both internal and external audiences. Responsible for ensuring that communications advance the strategic priorities of BOF, are consistent with brand image, and are coordinated with relevant government stakeholders.
- Accountable for stakeholder relations between BOF and both internal (government) and external stakeholder groups including convening and managing advisory panels that inform the strategic direction of the BOF.
- Responsible for ensuring and reporting on BOF compliance with legislation and directives applicable to BOF.
- Identifies and mitigates operational and strategic risks to ensure the agency’s stability and reputation. Oversees the implementation of applicable risk management frameworks and contingency plans.
- Directs the management of third-party service providers, vendors, and contract staff delivering corporate services, including the ongoing management of tendering, contracts, and service level agreements.
- Provides executive oversight of the Information Technology services and is accountable for the strategic direction and priorities for the digital strategy and providing overall leadership of the planning, development and management of digital frameworks, programs, policies and services.
Key Qualifications
- 10+ years in senior leadership roles in multiple disciplines
- Master’s degree in Business Management, Business Administration, or related field.
- Experience leading strategy development and implementation, transformational change management, and stakeholder engagement is required.
- Strong understanding of regulation and regulatory operations, and experience leading operations in a highly regulated government or government adjacent organization.
- Strong business acumen with the ability to leverage information to understand business issues and opportunities.
- Ability to work effectively with a broad range of internal and external stakeholders (e.g., CEO, Board members, Ministry, regulators, etc.).
- Ability to demonstrate accountability for strategic decisions and experience with navigating challenging decisions in the best interest of the organization.
- Strategic thinker with strong analytical, problem-solving, and decision-making capabilities.
- Demonstrated ability to lead, inspire, and build a high performing team.
- Knowledge of Ontario’s regulatory environment and public policy landscape, with experience navigating government relations.
