Are you an expert in business management with a deep understanding of technology and executive communication? The City of Toronto’s Technology Services Division is looking for a Business Management Consultant who will be instrumental in shaping the future of our technology landscape while ensuring effective communication with senior leadership and key stakeholders.

The Technology Services Division provides leadership in modernizing City of Toronto services through strategic investment, digital transformation, and management of the City’s technology systems.

Technology Service Division’s Strategic Priorities :

  • Provide a resilient, reliable, secure technology foundation to enable new technology program and service delivery.
  • Advance digital service delivery through modern, enterprise-wide solutions.
  • Harness the power of City data to enable data driven operational processes and decision-making across the City.
  • Connect City of Toronto Divisions, Agencies, public and private partners, and researchers to optimize and advance technology service delivery.

Major Responsibilities :

In this role, you will be responsible for developing and managing an external engagement program for Technology Services and the Office of the Chief Technology Officer. This involves identifying areas for partnership, collaboration, enhancing the City’s reputation, and supporting long-term success. You will provide advice on emerging issues that could impact divisional operations, ensuring that appropriate responses are developed and aligned with City Council directions.

A critical aspect of your role will be managing communication efforts , overseeing both internal and external communication channels, addressing correspondence, and resolving issues effectively. You will ensure that the Division’s business plan aligns with Council’s adopted priorities .

As a Business Management Consultant, you will be tasked with developing performance measurement systems , tracking data, and recommending best practices for program evaluation and continuous service improvement. You will oversee the development and execution of new business processes and pilot projects sponsored by the Office of the Chief Technology Officer.

The Business Management Consultant will serve as a key representative in cross-corporate initiatives , collaborating with senior management, other Divisions, elected officials, external stakeholders, and other levels of government.

Who You Are :

The Office of the Chief Technology Officer is seeking a skilled professional with a strong background in business management, executive communications, and technology services. You are a strategic thinker, an exceptional communicator, and a results-oriented leader who thrives in high-stakes, fast-paced environments.

Key Qualifications :

  • Post Secondary education in Business, Commerce, Political Science, Public Policy or another relevant discipline, or an equivalent combination of education and experience.
  • Considerable experience collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization.
  • Considerable experience in preparing executive presentations and communications.
  • Excellent communication and presentation skills.
  • Excellent relationship-building skills and ability to work progressively in ambiguity.
  • Excellent business writing skills, critical thinking, judgment, and political acumen.
  • Ability to work independently with minimal supervision and maintain confidentiality.
  • Familiarity with relevant government legislation.
  • Knowledge of municipal government operations and political structure.
