1. Position Title: Chief Executive Officer, Canadian Meat Advocacy Office
2. Reporting Structure: Chair of the Board of Directors of the CMAO
2.1. Office located in Beijing, China.
BACKGROUND: In collaboration with the Canadian Meat Council (CMC), the Canadian Pork Council (CPC), and the Canadian Cattle Association (CCA), the Canadian red meat industry is pleased to announce the launch of the Canadian Meat Advocacy Office based in Beijing, China. The Canadian pork and beef industries have a long-standing partnership with and commitment to the Chinese market. The creation of this office is a dynamic step in ensuring that the two countries’ collaboration continues to grow.
For decades, Canada has earned the trust of Chinese consumers by providing reliable, sustainable, and wholesome products. The launch of this office is a tangible demonstration that the Canadian pork and beef industries are eager and ready to have a stronger presence in China’s impressive and competitive market.
Preparation has been ongoing for several years in collaboration with the Canadian government, Canada China Business Council (CCBC), and leaders across the sector to develop and execute a business model that is attentive and responsive to the needs of Canadian producers and processors.
As the first of its kind, this office will begin the process of further strengthening relationships with the red meat industry in China, government agencies, and most importantly, consumers.
3. Objectives of the Position
- To advance the interests of Canadian red meat in China.
- To establish and enhance the presence of Canadian red meat products in the Chinese market.
- To develop and execute strategies that address market access issues, increase market share, and mitigate potential trade disruptions.
- To build and maintain relationships with key stakeholders including Chinese government officials, industry leaders, and Canadian exporters.
4. Key Responsibilities
- Develop and implement strategic plans that align with the objectives of the CMAO and the expectations and goals of members and stakeholders.
- Manage the day-to-day operations of the office, ensuring efficient use of resources and achievement of targeted outcomes.
- Represent the CMAO in negotiations and discussions with Chinese authorities and business partners to promote Canadian red meat interests.
- Ensure compliance with all applicable laws and regulations in PRC and Canada.
- Prepare and manage the annual budget in consultation with the Board of Directors.
- Report regularly to the Board and Members on progress, challenges, and any changes in the business or regulatory environment that may affect the CMAO.
- Contribute In-China information, gathered intelligence and understandings to CMC Joint Advocacy Committee to establish effective Canadian Government Lobbying strategies for Canadian Red Meat Trade in China.
5. Qualifications and Experience
- Extensive experience in trade advocacy and international business, preferably in the food or agricultural sectors.
- Proven track record of successful leadership and management in a cross-cultural setting.
- Strong understanding of the Chinese and Canadian meat industries and their regulatory environments.
- Excellent negotiation and communication skills, with proficiency in English, French and Mandarin considered an asset.
6. Performance Evaluation — The CEO's performance will be evaluated annually by the Board of Directors based on the achievement of strategic objectives, financial management, and stakeholder feedback.
7. Compensation — To be determined by the Board of Directors, based on experience and prevailing industry standards.
8. Location — The position is based in Beijing, PRC, with travel to other locations as necessary for business needs.
9. General Duties — The President & CEO reports to Board of Directors that individually and collectively are dedicated to the CMAO Mission. Drawing on leadership skills, experiences and networks, the President and CEO:
- Works with the Board to develop and deliver on CMAO's vision and the strategic plan, priority, and goals.
- Further strengthens CMAO's influence and visibility with government, civil society, the private sector, and the media at all levels.
- Identifies and secures business opportunities and markets for CMAO's services.
- Secures and drives partnerships.
- Continues to advance and adapt CMAO's mission and service offering to a changing domestic and international market.
- Ensures CMAO's fiscal health and vitality and revenue growth.
- Provides the intellectual inspiration and leadership to the CMAO team.
- Oversees the recruitment, retention, development, succession, and diversity of CMAO talent when required.
- Enhances and promotes the CMAO brand as a partner, leader, and authority.
- Represents and acts as a spokesperson for CMAO to a wide range of audiences in government, academia, civil society, and industry.
- Provides oversight to CMAO's administration and the development, implementation, and evolution of CMAO policies and programs.

- Develops and delivers on a bold and compelling vision that the Board and CMAO staff embrace and rally around.
- In collaboration with the Board, leads the development of CMAO's strategic direction and short- and long-term priorities.
- Strategically positions CMAO as the trusted, evidence-informed resource on all matters related to the teaching, research, development, and proliferation of good public governance in a domestic and global context.
- Ensures CMAO is forward facing and resilient, nimble, and adaptable to an ever shifting and complex market and external environment.
- Develops and deliver on a growth and revenue strategy that aligns with and advances CMAO's mission and vision.
- External Relations and Business Development
- Explores, develops, and maintains strategic client relationships, partnerships, and business development and revenue generating opportunities.
- Represents and is chief spokesperson and corporate ambassador for CMAO at the municipal, provincial, national, and international levels with opinion leaders and influential groups.
- Continues to strengthen relationships and secure funding with government departments and agencies, and foundations and grant-giving institutions.
- Strategically positions, promotes, and markets CMAO's comprehensive public sector leadership and learning programs, research, and advisory services and its core practice areas - Board & Organizational Governance, Public Governance.
- People and Culture Leadership
- Nurtures a collegial, collaborative, and integrated team environment that is welcoming and where all staff feel they are valued, contribute, and belong.

- Supports the CMAO Board, and its various committees, in the execution of its duties, providing counsel and guidance on matters of strategic importance.
- Promotes creativity, experimentation, and innovation in support of ongoing improvements to process and client service.
- Oversees budgeting and financial reporting to the Board.
- Promotes and ensures best practices in CMAO's management and governance.

12. Specific Criteria and Desired Assets
- A university degree, preferably in a relevant discipline, e.g, business administration, etc.
- Ideally ten or more years of experience in a similar client service environment.
- An understanding and experience partnering with or marketing and selling services/programs to government and non-governmental enterprises.
- A demonstrated record in and knowledge of Red Meat issues.
- A strong network of contacts in and outside of government - international networks and experience would be a definite asset.
- Demonstrated record of success in organization building.
- Experience in management, administration, budgeting, and financial reporting.

- Adjusting strategies based on market conditions and stakeholder feedback. This is crucial in a dynamic market like PRC and supports the strategic objectives outlined in the Canada Meat Advocacy Office Strategy.
- Measurable board-approved performance metrics linked to strategic objectives, such as specific market penetration rates, relationship benchmarks with Chinese regulators, and advocacy outcomes.
- Lead on crisis management and navigating regulatory change to maintaining and expanding market access under various conditions.
- Promote ethical and sustainable trade practices, which is critical in securing long-term access to the Chinese market and aligning with global standards and consumer expectations.
