POSITION FUNCTION

Coordinate and participate in the operations of the Building and Plumbing Inspection section.

KEY DUTIES

  1. Coordinate, assign and review the work of approximately 7 FTE staff involved in building inspection, including plumbing inspections; ensure schedules, procedures and established performance and safety standards are met; responsible for full supervision.
  2. Make recommendations on changes to policies, bylaws, regulations and disputes related to building & plumbing inspection and permits; review and approve proposed equivalent alternate methods of construction on site not specified in the building code, make recommendations on alternative solutions; prepare correspondence and reports; make presentations to Council or Committee; represent the department at various meetings, public forums and Court proceedings.
  3. Oversee sign permit applications with variances by reviewing applications, negotiating and meeting with clients, creating reports for committee with recommendations to Council; present at Council regarding relaxation or variance to the Sign Bylaw; represent the City at Hearings when necessary.
  4. Review preliminary concept plans and make recommendations on building & plumbing code aspects; review building permit applications for compliance with building & plumbing codes and city bylaws; coordinate staff response for appeals to the Provincial Appeal Board concerning staff rulings to the Chief Building Official; settle disputes regarding bylaw enforcement and building & plumbing inspections issues; issue building & plumbing permits; conduct site inspections to confirm compliance with building & plumbing codes, bylaws and safety requirements; issue stop work and no occupancy notices as required; ensure completion and provide final authorization on occupancy permit following inspection by building, plumbing and electrical inspectors; maintain manual and computerized records of inspections and building plans.
  5. Perform related duties where qualified.

INDEPENDENCE

Work is generated by building permit and construction activity and statutory requirements. Work is reviewed through reports to supervisor. Issues such as changes to policies, bylaws and regulations are discussed with supervisor.

WORKING CONDITIONS

Physical Effort: Climb stairs. (occasional)

Mental Effort: Deal with complaints and negative comments. (occasional)

Visual/Auditory Effort: Focus on detailed drawings, specifications and computer for short periods. (occasional)

Work Environment: Office; Work outside in all weather conditions. (occasional); Work on construction sites. (occasional); Work in an environment where protective measures must be taken to avoid exposure to electrical hazards, dust, fumes and asbestos. (rare)

KEY SKILLS AND ABILITIES

  1. Organize and prioritize the work of the section.
  2. Understand and apply the principles and methods of building design and inspection.
  3. Working level operation of current City word processing, spreadsheet and related specialty software.
  4. Read and interpret technical reports, plans, codes and regulations.
  5. Supervise a large staff.
  6. Establish and maintain effective working relationships.
  7. Represent the City to the public and outside agencies.
  8. Work safely and coordinate a safety program.

QUALIFICATIONS

Formal Education, Training and Occupational Certification: Technical School Diploma in a related field (2 years), OR Journeyman Carpenter, Plumber, or Sheet Metal Worker. Will be required to obtain BOABC Building Level 3 Qualification and Plumbing Level 2 Qualification (9 months). Current and valid Class 5 B.C. Driver's Licence.

Experience: 6 years of related experience including construction inspection and supervisory experience, or an equivalent combination of education and experience.

OTHER

Maintain an up-to-date knowledge of the trade. May be requested to substitute in a more senior position.
