Mohawks of the Bay of Quinte (MBQ) is a vibrant First Nation community located on the beautiful shores of the Bay of Quinte. We are located approximately 20 minutes from Belleville, ON and centrally located between Toronto and Ottawa. There are approximately 11,000 registered members with approximately 2200 residing in Tyendinaga. Position Summary:
The Chief Administrative Officer (CAO) has responsibility for the efficient and effective management and administration of the overall MBQ operations, in accordance with specified and recognized budgets, policies, and procedures accepted by the Tyendinaga Mohawk Council and legislation as well as the goals established by the TMC via their strategic plan for the unique needs of the community.
The CAO will lead, direct, and coordinate the department heads in the implementation and administration of the objectives, policies and programs as directed by the Tyendinaga Mohawk Council.
By providing effective strategic leadership and responsible management to all MBQ staff, the CAO will ensure thorough community engagement, economic development, fiscal accountability, and an open and transparent atmosphere of collaboration and accountability.
This position will also liaise with external partners and is required to participate and/or sit on internal and external committees and boards. This position leads the Senior Executive Team.
Reporting:
This position will report to the Tyendinaga Mohawk Council. This position’s direct reports are the Executive Assistant to the CAO, Chief of Fire, Director of Finance, Director of Human Resources, Director of IT and 7th Gen, Director of Housing and Band Property, Director of Community Infrastructure, Director of Education, Language and Culture, Director of Community Services, Director of Community Wellbeing and the Senior Director of Operations.
Summary of Main Responsibilities:
- Working with TMC
Keeping TMC informed on important issues relevant to TMC and facilitating discussion and deliberation on trends, issues, problems, and activities requiring their action or decision
Attending all TMC meetings, ensuring ratified motions are completed or delegated to the appropriate personnel for completion and for assigning tasks as requested by TMC
Providing briefing papers, reports, documents and/or advise to TMC on issues that affect the Community or program delivery or services of the organization
Support and model an organization that follows the vision and mission of MBQ including commitment to language and culture
Fulfilling appointments for various boards, MBQ businesses and committees made by TMC
- Policy Oversight
Providing leadership in the planning, development and implementation and evaluation of MBQ policies
Maintaining knowledge on existing, new and evolving legislation as it affects First Nation programs and services
- People Leadership and Development
Planning, organizing, directing, controlling, and evaluating the delivery of services within the organization
Supporting, coaching, and supervising staff, including the development, and monitoring of goals and individual work plans and assessment of quality of work and providing feedback and annual performance evaluations for direct reports
- Financial
Ensuring fiscal management of the organization and that programs are in accordance with funding agreements and are in alignment with MBQ Finance policies and procedures
Reviewing unaudited financial statements and general ledgers monthly
Prepare, support and monitor funding proposals and reporting to funders
- Health and Safety
Promoting and following all MBQ Health and Safety policies and procedures
- All other duties as required
Requirements:
- Degree in Business Administration, Public Administration, Law or a closely related field;
- Ten years of proven and successful experience as a senior manager in an organization of comparable scope and size to MBQ;
- A combination of Education, Experience and Training may be considered
- Experience in a First Nations setting preferred
- CAPA, CHRP, CHRL, CIHRP, CAFM or CPA designations would be an asset
- Knowledge and desire to learn Kanyen’kehá:ka an asset
- Must provide a clear VSC (documentation will be required if successful applicant)
- First Aid and CPR an asset (and must be willing to take the training if hired)
- Valid Driver’s License and vehicle

- Ability to deal with highly sensitive and personal information and maintain confidentiality
- Exemplary leadership skills
- Demonstrate a sound knowledge of First Nation administration, business planning and management
- Excellent knowledge of, and commitment to, the administration of the Mohawks of the Bay of Quinte
- Sound knowledge of Federal and Provincial legislation and policies that affect First Nations Government
- Sound knowledge of contemporary public sector operating systems and procedures
- Knowledge of financial management
- Knowledge of Kenhtè:ke Culture and History and Kanyen’kéha
- Knowledge of culture and language
- Well developed interpersonal, public relations and relationship building skills
- Excellent organizational, time and file management skills
- Knowledge of legislation in relation to education
- Knowledge of and ability to interact with external partners
- Ability to be diplomatic
- Ability to deal with conflict
