Ensure that the Professional Team’s processes and practice standards are in accordance with sector’s requirements and the team of professionals deliver therapeutic interventions according to local professional ethics and standards as well as prevailing international standards.
Leadership
Under the guidance and support of the Director, the Acting Centre Head is to lead Melrose Care effectively while prioritizing client welfare, staff development, and operational success. He/she is to provide leadership in the following areas:
- Clinical Knowledge and Practices: The incumbent is to be aware of the best practices in counselling, therapeutic interventions and ethical standards, especially in the area of trauma informed interventions. The incumbent is to be able to make decisions that would inform service quality, program development, and client care.
- Strategic Vision and Program Development: The incumbent is to set goals (both short- and long-term) for the team. The incumbent is to identify key partnerships that would enhance the service delivery and service impact. The incumbent is to stay updated on emerging mental health trends and ensure that Melrose Care’s offerings align with community needs.
- Stakeholder Engagement: The incumbent is to ensure effective engagement with the community and other stakeholders to expand access to and utilization of the Centre's services. The Centre Head ensures that the team’s expertise remains relevant and accessible to the communities we serve.
Strategic Vision and Program Development
Under the guidance and support of the Director, the Acting Centre Head is to:
- Vision and Mission Alignment: The incumbent is to ensure that all centre’s strategic initiatives align with CAS’s overall vision, mission, and values. The incumbent collaborates with the leadership team to interpret these guiding principles into actionable goals that address current needs and anticipate future challenges.
- Needs Assessment and Data Analysis: The incumbent is to conduct assessments of the centre’s strengths, growth areas, and the community needs. This includes analysing service usage data, client feedback, and emerging trends in mental health and counselling to inform strategy and identify areas for improvement.
- Goal Setting and Prioritization: The incumbent is to establish clear, measurable goals that support the organisation’s overall vision, mission and values. The incumbent sets priorities, balancing immediate operational needs with long-term goals to enhance service delivery, program quality, and client satisfaction.
- Resource Allocation and Budgeting: The incumbent is to plan and allocate resources—such as staff, budget, and facilities—to support strategic initiatives. The Centre Head is responsible for creating financial plans that sustain current programs and allocate funds for growth or improvement in priority areas.
Professional
Together with the Director, the Centre Head is to provide the following for the team:
- Oversee Quality Assurance and Best Practices: The incumbent is to ensure that clinical practices align with established guidelines, evidence-based techniques, and the centre’s values. The incumbent is to regularly review case files, session notes, and treatment plans of his/her four supervisees, to ensure that consistent standards of care is maintained for clients.
- Oversee Key Performance Indicators (KPIs) related to professional practice: The incumbent is responsible for establishing, monitoring, and assessing KPIs that reflect the quality, efficiency, and outcomes of professional practice within the centre. This includes setting benchmarks for client satisfaction, service delivery times, case management standards, and clinical outcomes.
- Policy and Protocol Development: The incumbent is to develop and update policies related to clinical practice, such as intake procedures, case management guidelines, and client rights documentation. He/she is to ensure these are accessible and well-communicated to all team members to standardize processes.
- Adoption of a Systems Approach in Client Care: Together with the Director, the incumbent is to offer support and guidance to the team in their adoption of a systems approach in their case assessment and interventions. The incumbent is to guide the team to consider how trauma impacts and is impacted by a broader system of relationships and environments. This understanding is essential for effectively supporting individuals in trauma recovery.
- Stakeholder and Community Coordination: To offer guidance and support to the supervisees in their stakeholder and community coordination, such as social services, mental health agencies, and healthcare professionals, to enhance collaborative care and to facilitate a holistic approach to client support.
Human Resource Management
- Team Recruitment and Onboarding: Together with the HR team, to participate in the recruitment process, from identifying staffing needs to interviewing and selecting candidates. The incumbent ensures that new team members are effectively onboarded, familiarizing them with the centre's mission, policies, and culture.
- Staff Supervision and Performance Management: The incumbent ensures that there is a staff supervision and performance management structure and framework in place to address staff performance matters.
- Professional Development and Training: Together with the Director, the incumbent is to identify training needs of the four supervisees and the entire team. The Director and the incumbent are to organize relevant workshops, seminars, or continuing education opportunities to help counsellors and therapists stay updated on emerging therapeutic techniques, trends, and approaches, fostering a culture of continuous learning.
- Employee Engagement and Retention: The incumbent fosters a positive work environment that values open communication, trust and collaboration. The incumbent organizes team-building activities, celebrates achievements, and works to maintain high morale and job satisfaction to reduce turnover.
Financial Management
Under the guidance and support of the Director, the Acting Centre Head balances fiscal responsibility with the centre’s mission, enabling the team to operate sustainably and continue providing valuable services to clients and the community:
- Budget Development: The incumbent is to prepare and manage the centre’s budget, working with the finance department to develop an annual budget that aligns with the CAS strategic goals.
- Budget Management: The incumbent monitors expenditures against the budget throughout the year, ensuring resources are used efficiently and making adjustments as needed.
- Expense Tracking and Cost Control: The incumbent is to implement ways to monitor and track expenses, ensuring that funds are spent responsibly. The incumbent is to seek ways to reduce costs without compromising the quality of services, identifying efficiencies in staffing, supplies, and program delivery.
- Audit Preparation and Coordination: The incumbent is to work with internal or external auditors to prepare for financial audits, ensuring all financial records are accurate and readily available. The incumbent addresses any audit findings and implements recommendations to strengthen financial management practices.
Interdepartmental Collaboration
The acting Centre Head is to support efforts in cross-department collaborations in the following areas:
- Unified Vision and Strategic Alignment: The incumbent is to participate in management team meetings, discussions and activities so as to ensure that Melrose Care’s initiatives and operations are aligned with CAS’ strategic plans and vision.
- Participation in CAS-wide activities and initiatives: The incumbent is to mobilise himself/herself and his/her team to support other departments events such as fund-raising activities or staff welfare events. The incumbent is also to mobilise self and/or his/her team to participate in CAS-wide initiatives such as the Internal Audit Exercise, the development of the annual report or the annual finance audit.
Administration and Facility
The Acting Centre Head is to undertake the following administrative duties at the exco, subcommittee or management team meetings:
- Attend and Prepare reports for Melrose Care subcommittee meetings.
- Oversee the preparation of reports for Melrose Care subcommittee meetings.
- Oversee all processes and outputs pertaining to general operation on site and facility management.
- Undertake any other duties directed by the Director, of the Children’s Aid Society.
Qualifications and Requirements:
- 5-10 years of clinical experience in social work, counselling or psychology.
- 3-5 years of experience in overseeing social service programmes or delivery of clinical services.
- Preferably with at least 3 years of clinical supervision experience.
