Job description

Location of Work: To Be Determined

Status: Permanent Full-time

Closing Date: April 11, 2025

Core Functions

The Coordinator of Capital Projects is responsible for overseeing the construction and renovation of Cree Nation Government’s capital projects relating to public buildings and housing used for regional governance and more specifically for the Justice and Correctional Services Department. The incumbent is also responsible for preparing documentation (i.e. specifications, drawings, and reports) as required to assist with the delivery of projects from concept development through construction to final close-out.

Functional Responsibilities

  1. Oversee the upgrade and the maintenance of all public buildings and assets used by the Cree Nation Government and more particularly for the Justice and Correctional Services Department, which includes repairs of equipment, and electrical and mechanical systems.
  2. Ensure compliance to all required standards with regards to housing and the regulation of public buildings for the purposes of the delivery of all regional service functions of the Cree Nation Government.
  3. Communicate with prospective firms/contractors to request project plans.
  4. Receive and analyze project plans and make recommendation to the Manager of Capital Works and Inspection Services.
  5. Participate in the final selection of firms/contractors.
  6. Oversee the professional consulting firms and the contractors required to execute capital works projects.
  7. Develop action plans that outline the conversion and use of premises, space and equipment.
  8. Provide input into the updating and implementation of regional by-laws, which establish minimum regional standards that meet or exceed generally applicable federal and provincial standards with regard to public buildings and community housing.

Administrative Responsibilities

  1. Supervise activities related to the management of all immovable assets.
  2. Prepare reports on Cree manpower usage, including verifying invoices, monitoring projects, and compiling and archiving all related documentation.

Budgeting/Funding Responsibilities

  1. Prepare costs estimates for construction activities.
  2. Participate in preparing the budget for the CWS team and monitor it upon request.

Other Responsibilities

  1. Maintain up-to-date knowledge and skills in area(s) of responsibility.
  2. Perform other duties as required.

Qualifications

Education and Certification:

  1. Bachelor’s Degree in Architecture or Civil Engineering or related field.
  2. Certification in project management.
  3. Certification as a building inspector is an asset.

Experience

  1. Five to eight years of relevant work experience.
  2. Experience in project management.

Language

  1. Fluency in English.
  2. Fluency in French.
  3. Fluency in verbal Cree is an asset.

Knowledge And Abilities

  1. Technical background in design and construction techniques in remote northern regions.
  2. Proven ability to be discreet and maintain confidentiality.
  3. High attention to detail and accuracy.
  4. Strong organizational skills and the ability to manage multiple projects.
  5. Ability to demonstrate strong judgment in complex situations.
  6. Ability to problem-solve, to think strategically, and to take initiative.
  7. Demonstrated ability to work under pressure and to adapt to a changing environment.
  8. Proven ability to communicate effectively.
  9. Knowledge of industry standards and codes of practice (Uniform Building Code, Uniform Fire Code) as applicable to the duties of the job.
  10. Ability to read and understand blueprints, ordinances, construction laws and standards, and ability to identify areas of noncompliance with fire and life safety codes.
  11. Proficiency in Microsoft Office products.

Additional Requirements

  1. Willingness to work in both an office and outside setting, including exposure to extreme weather conditions, loud noise, work near moving mechanical parts, and uneven terrain of construction sites.
  2. Willingness to travel extensively.
  3. Must hold a valid driver’s license.
  4. Must agree to undergo a background check.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
