About The Role
The Capital Planning Supervisor is responsible for collaborating with city departments, Senior Finance Staff, outside boards and commissions, and consultants. Reporting to the Manager of Financial Planning, you will assist in developing decision frameworks, business processes, and tools that incorporate capital budget development, and be the main point of contact for the City’s debt management.
You will play a key role in developing and supporting the financial strategy in the City’s corporate Asset Management Plan and long-term plans such as the Water and Wastewater Financial Plans, while supporting the development and ongoing maintenance of the corporate Asset Management Plan. The position supervises 2 staff members directly and provides guidance to the budget.
What You Will Be Doing
These responsibilities outline the principal functions of the position and serve as a guiding vision for the role's impact and contribution.
- Lead and coordinate the preparation of the multi-year Capital Budget, including future years capital forecast, and the reconfirmation process for the Capital Budget annually.
- Develop and maintain the asset management financing strategy, incorporating Council’s strategic priorities, for the corporate Asset Management Plan and other long-term financial plans.
- Develop and present the Capital Budget to Budget Standing Committee (BSC) and Council within specified timeframes.
- Develop, in collaboration with the Manager of Infrastructure Assets, decision frameworks, business processes, and tools including prioritization, risk analysis, levels of service, and full life cycle costing to incorporate into the Capital Budget development process.
- Coordinate with Finance staff to provide support for the City’s Asset Resource Management System development, implementation, and ongoing sustainment of the program.
- Prepare comprehensive reports and recommendations, in collaboration with staff from across the City, that evaluate funding options and implications for the City’s financial health, including the City’s debt forecast and strategies.
- Ensure annual financial reporting complies with regulatory requirements, including generally accepted accounting principles and recognition of funding based on project spending.
- Supervise the Senior Financial Analyst and Tangible Capital Asset clerk and provide oversight to the Budget Specialist team.
About You: Qualifications:
- University Degree in Finance, Accounting, Commerce, Economics, or a related field with focus on accounting.
- Chartered Professional Accounting (CPA) designation.
- Five (5) years of progressive experience in financial planning in the municipal sector, including Capital and Operating budgeting and financial systems; at least three (3) years at a supervisory level.
- Strong knowledge of the Public Sector Accounting Board Section 3150 as it relates to Tangible Capital Assets.
- Strong knowledge of O. Reg. 588/17 Asset Management Planning for Municipal Infrastructure.
- Strong understanding of Building Condition Assessments, Reserve Fund Schedules as a capital funding source, and Lifecycle Cost Analysis.
- Knowledge and understanding of municipal infrastructure from a maintenance and construction perspective.
- Knowledge of municipal funding sources, such as Provincial and Federal funding, Development Charges, Federal Gas Tax, and provincial/municipal statutes and regulations.
- Knowledge of accounting and economic principles and practices including strategic and financial planning, budget variance analysis.
Skills:
- Understanding of maintenance and construction regarding municipal core and non-core infrastructure.
- Organizational and communication skills with the ability to communicate financial accounting related information in ways that may be understood by all.
- Written and verbal communication skills to effectively prepare and present financial reports to staff and members of Council.
- Highly motivated with initiative and self-started and works well with limited oversight.
- Leadership skills.
Other Requirements:
- Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
- A demonstrated commitment to enhancing a safety culture.
- Valid Ontario Driver’s License.
- Proof of education will be required upon hire.
