The Contractor shall provide those services as outlined in this Statement of Work.
Requirement
Elections Canada (EC) is seeking the assistance of one (1) contractor, a Business Intelligence Human Resources (HR) Data Solution Specialist for a period of one (1) year with options to extend up to three (3) years.
Objective
In line with EC's Enterprise Data Strategy, the Business Intelligence HR Data Solution Specialist will develop an HR Data strategy and framework in tandem with the development of an In-House HR data solution or Data Mart to support and enhance the Agency’s HR data management, governance, reporting and data analytics functions. The HR Data Strategy and Framework will:
- Define parameters for the security, privacy, collection, accessibility, reliability, quality, and transparency of HR data.
- Define the governance: roles and responsibilities relevant to different HR data assets.
- Inform the development of the HR data mart.
- Establish data management practices that balance business needs and privacy considerations.
- Establish processes to support HR data access, sharing, cataloguing and service request intake.
Background
EC is modernizing its data analytics and reporting environment through the implementation of a logical data management platform called Denodo. The Denodo platform will create a unified data access layer that will accelerate data provisioning and ensure consistent security and governance across various systems within the Agency. The solution will support integrated and more effective delivery of business intelligence in support of EC's mandate, priorities and strategic outcomes:
- Electoral information and services that meet the electorate’s needs and provide equal access to participate in the electoral process.
- An electoral process that is understood and delivers confidence in the integrity of elections.
- A robust, secure and reliable electoral process in an increasingly complex environment.
- A resilient organization that responsibly delivers on its commitments.
The Denodo platform will also be used to create an In-House HR data solution (data mart) that will gather and securely store HR information within the Agency at the program and/or system level to augment, enhance and streamline the delivery of HR business intelligence services and solutions. More specifically, Denodo will enable the automatic upload of data from MyGCHR and other supporting HR systems into the Agency’s approved and secure reporting applications including Power BI.
Scope of Work
The Contractor will be required, but not limited to, performing the following tasks:
- Validate and confirm the Agency’s four proposed HR Data Strategy Pillars: 1) Business planning, management decision-making & enhanced service delivery; 2) Employment information/Employee development & engagement; 3) HR operational planning; 4) HR legislative and policy compliance.
- Work with the Agency’s HR Data Stewards to define security access and user types for each pillar, design the HR data governance structure and to define system access, data integration, reporting and analytics requirements.
- Review data models specific to Government of Canada HR management and aligned to the emerging data architecture for optimal control, quality and governance; work with IT developers to ensure that the architecture can manage and integrate structured and unstructured data sources and support advanced analytics processing.
- Provide research and analysis and draft documentation in support of legislative or central agency data management and compliance requirements such as, but not limited to, Privacy Impact Assessments (PIA).
- Assess current infrastructure (conceptual, logical and physical data models), stored procedures and workflow processes.
- Assist Agency HR data stewards in enhancing business intelligence products: analytical reports and dashboards specific to each pillar.
- Help create training documentation and assist in user training.
Deliverables
The contractor must provide the following:
- Summary of research on Government of Canada HR data management and governance with options, analysis.
- Briefing materials for the HR data stewards and senior management.
- Draft HR Data Strategy and framework document.
In addition, the contractor is expected to:
- Keep all documents and proprietary information confidential.
- Meet all tasks, deliverables and milestones as defined.
- Delete all electronic forms of correspondence upon completion of the contract.
- Submit all written reports in electronic in a format to be mutually determined.
- Attend meetings, as needed.
- Maintain security clearance with no conflict for the duration of the contract.
- Conduct and maintain all documentation in a secure area.
