Job description

Our government client is looking to contract a Business Intelligence Analyst to join their team. This role will play a pivotal position within by focusing on developing a new dashboard to provide vital Human Capital Management (HCM) metrics. The aim is to empower the public sector and its departments to make well-informed decisions based on data-driven insights.

As a Business Intelligence Analyst, the position will be responsible for creating a consolidated workforce dashboard that integrates key Human Capital Management (HCM) data metrics to help Human Resources (HR) and management teams across the public sector make data-driven decisions for strategic workforce planning. This position will also be responsible for producing any technical and business documentation in support of this work. This will require close collaboration with cross-functional teams to understand their data needs, gather feedback, and implement solutions that provide alignment with strategic decisions. Collaboration with team members will be key to implement data visualization enhancements on existing dashboards.

Duties:

General Responsibilities:

  1. Design and build a new PowerBI workforce insights dashboard which consolidates HCM data metrics. Responsibilities will include project planning, stakeholder engagement, prototype design, testing, and release.
  2. Collaborate with cross-functional teams, both internal and external, to ensure alignment with business objectives and data reporting requirements. This includes collaboration with both technical and non-technical resources.
  3. Capture and maintain documentation of business and technical information, ensuring transparency and traceability.
  4. Develop training materials and strategies to enable end-users to effectively use the new dashboard. Provide training to the internal team as needed.
  5. Identify and escalate issues and risks as appropriate, and work to resolve them to ensure smooth project progression.
  6. Manage tasks, action items, and timelines for the project. Follow up on outstanding items and escalate as needed.
  7. Effectively communicate findings, insights, and project progress to stakeholders in a clear and understandable manner for both technical and non-technical audiences.
  8. Prepare presentations and demonstrations for engagement with stakeholders.
  9. Ensure data governance and data quality practices are adhered to in the creation and maintenance of the new dashboard.
  10. Ensure that data security and privacy guidelines are followed in all aspects of the work.

Deliverables:

  1. A consolidated, user-friendly dashboard which provides key workforce metrics and aligns with existing dashboards.
  2. Technical and business documentation, including an updated data warehouse data and definitions catalogue.
  3. Dashboard user guides.
  4. Status reports - weekly and monthly.

Experience Requirements

Must Have:
  1. The successful candidate must meet or exceed one of the following:
  2. University graduation in business, management or a related discipline and 2-yr Business Analyst (BA) Experience; OR
  3. 2-yr diploma in business, management or a related discipline and 4-yr BA experience; OR
  4. 1-yr certificate in business, management or a related discipline and 5-yr BA experience; OR
  5. 6-yr BA experience.
  1. 4 years of experience creating data visualizations, dashboards, and other information products for clients using BI/Analytics software, including any or all: SAS Visual Analytics, SAS Visual Investigator, MS Power BI, Tableau, Looker, R, Python.
  2. 5 years of experience in facilitating business workshops.
  3. 5 years of experience in gathering requirements from a diverse group of stakeholders across various departments.
  4. 4 years of experience with BI and advanced data analytics in an organization equivalent size to the public sector.
  5. 4 years of experience with Power BI reporting and SQL Server Analysis Services/Integration Services/Reporting Services.
Nice to Have:
  1. 5 years of direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data management, acquisition, preparation, quality and data lineage/provenance.
  2. 5 years of experience dealing with clients and explaining complex data principles in a thoughtful manner.
  3. 5 years of experience in building analytical and quantitative analysis models.
  4. 5 years of experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents and exercises resourcefulness and ingenuity.
  5. 2 years of experience using human capital data for workforce analytics and reporting.
  6. 3 years of experience working on enterprise applications, i.e., applications used by all or most departments in a large organization, rather than applications used by just one or a few departments.

Contract

6 months contract with a potential of another 12 months extension.
