Description:

A note on Assignment Type: This position is currently listed as "Onsite"; however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well.

Responsibilities:

The Business Analyst will work with various technology teams to implement end-to-end process improvements, organize various team meetings, assist with project finance tracking, assist in the creation of various solution deliverables, conduct process reviews, manage communications with stakeholders, conduct metrics-based reporting and improvement recommendations. The business analyst will provide services under the direction of the CSC (Community Services I&IT Cluster) project manager. The assignment entails working with managers, team leads, program analysts, and subject matter experts within the business ministries and Community Services I&IT Cluster throughout the engagement.

Key deliverables include:

  1. Conduct business analysis at varying levels of the solution and phase of solution to assess partner ministries' business problems or opportunities, documenting the business requirements and business processes.
  2. Conduct interviews and facilitate workshops to elicit, review and confirm business requirements, business process re-engineering, business models, business rules, and user interface design.
  3. Consult with partner ministries to assess their business issues/opportunities.
  4. Create metrics dashboards using tools such as Excel and PowerBI.
  5. Produce various levels of reports including executive, summary, and status.
  6. Perform analysis of options, feasibility assessment, financial and cost-benefit studies to provide advice and recommendations on feasibility of plans and investments to improve program delivery and make effective use of I&IT solutions.
  7. Work closely with subject matter experts, managers, and staff of business to identify issues and clarify business needs.
  8. Support the analysis of existing business processes, and recommend process improvements through metric definition and data analysis.
  9. Assist with the input and documentation of architectural/gating artifacts as required.
  10. Assist project lead with project finance and milestone tracking.
  11. Perform day-to-day tracking, reporting and facilitating resolution of issues and risks for all project activities.
  12. Ensure defined Change Management Process is followed for any change from agreed scope, schedule, or quality.
  13. Work collaboratively with other groups to ensure optimal integration as required.
  14. Assist in project resourcing and resource allocations.
  15. Assist in the creation of management summary reports, including defect reports, financial breakdowns, etc.
  16. Create metrics dashboards using tools such as Excel and PowerBI.
  17. Assist project leads/managers with day-to-day tasks.
  18. Complete work and achieve milestones within the assigned deadlines.
  19. Notify the Cluster/Ministry Project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as the he/she becomes aware of them.
  20. Submit Deliverables for the Cluster/Ministry approval as they are completed.
  21. Provide knowledge and skill transfer to a designated Cluster/Ministry staff.

Skills, Knowledge, Experience, and Qualifications:

  1. Experience in documenting business processes, meeting minutes, etc.
  2. Experience working with both the business users and IT teams.
  3. Experience performing reporting within PowerBI.
  4. Experience creating user stories and customer journey diagrams.
  5. Experience developing metrics and measures for process management.
  6. Experience with DevOps.
  7. Experience with testing activities and defect management.
  8. Experience conducting research to identify industry best practices, as well as making process improvement recommendations based on findings.
  9. Experience working on projects within a multi-client/partner environment.
  10. Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  11. Expert skill with MS Office software, including Word, Excel, PowerPoint, Project, and Visio.
  12. A team player with the ability to coordinate multiple projects with competing priorities and strict deadlines.
  13. Act on behalf of the client to best communicate the business needs to IT solution teams.
  14. Interface with the IT Project teams to ensure that the solutions align strategically with client goals.

  1. Business Analysis Skills - 40%: Demonstrated experience performing analysis of options, feasibility assessment, financial and cost-benefit studies to provide advice and recommendations on feasibility of plans and investments to improve program delivery and make effective use of I&IT solutions.
  2. Demonstrated experience conducting business analysis at varying levels of the solution and phase of solution to assess partner ministries' business problems or opportunities, documenting the business requirements and business processes.

  12. Demonstrated experience creating metrics dashboards using tools such as Excel and PowerBI.
  1. Technical Skills - 40%: Demonstrated experience with MS Office software, including Word, Excel, PowerPoint, Project, SharePoint and Visio.
  2. Demonstrated experience with Excel macros, V-lookups, formulas, and pivot tables.
  3. Demonstrated experience creating reports and dashboards with PowerBI.
  4. Demonstrated experience with DevOps.
  1. Project Management Skills - 10%: Demonstrated experience producing Planning and Coordination documentation (Processes, forecast reports, minutes, defect reports, etc.).
  2. Demonstrated experience with formal deliverable approval processes.
  3. Demonstrated experience assisting project leads/managers with day-to-day tasks.
  4. Demonstrated experience assisting with the input and documentation of architectural/gating artifacts as required.
  5. Demonstrated experience assisting project lead with project finance and milestone tracking, project reporting and facilitating resolution of issues and risks for all project activities.
  6. Demonstrated experience ensuring compliance with a defined Change Management Process is followed for any change from agreed scope, schedule, or quality.

  2. Demonstrated experience in working in accordance with policies and procedures of Public Sector would be an asset.
