The expected starting base salary for this position is $94,394 - $99,113 annually, depending on a variety of factors including qualifications and experience.

What you'll be doing

Specific to the Documents & Records Management (D&RM) project for CRT, this role will facilitate analysis, planning, and testing for BCCNM's migration and ongoing management of documents relating to the licensing of nurses and midwives in BC.

The BA II works with business process owners and the subject matter experts (SMEs) to understand the business context, evaluate business needs, and deliver expected values. The role involves engaging and collaborating with internal and external partners, facilitating business requirements gathering and analysis, and leading business process improvement initiatives within the context of CRT.

Key Responsibilities Include:

  • With oversight from the lead Project Manager, understand business objectives and support partners in identifying and documenting needs and requirements.
  • In collaboration with the Project Manager, assist with the development and maintenance of project plans, including timelines, dependencies, and priorities, and provide regular status updates. Highlight risks to the project manager and other partners.
  • Maintain effective working relationships with partners across the organization.
  • Facilitate ongoing collaboration with partners such as business process owners, SMEs, project team and other impacted persons throughout the project lifecycle, ensuring all planned changes and progress are communicated effectively.
  • Develop a solid understanding of core business domain and information systems, including BCCNM's customer relationship management and enterprise content management platforms, to effectively bridge the gap between business requirements and technical solutions, ensuring that both are aligned to deliver value and meet organizational goals.
  • Liaise with System Analysts to support maintenance and operation, troubleshoot system problems, and facilitate escalations when necessary.
  • Coordinate and facilitate user acceptance testing (UAT) and obtain business sign-off on completed UAT.
  • Identify opportunities for business process improvements and recommend enhancements.
CRT D&RM Project-Specific Duties:
  • Write user stories and acceptance criteria for solution and content migration requirements; ensure requirements' traceability, maintenance, prioritization, and change assessment.
  • Prepare visual models and low-fidelity prototypes as needed to validate and elaborate on requirements with Product Owner(s) and business and technical SMEs.
  • Lead definition of content migration scope, prepare decision records for Product Owner(s) approval, and document criteria for identifying in- and out-of-scope content for migration.
  • Lead content and metadata mapping activities, aligning source and target systems, defining content and metadata enrichment rules, and facilitate ongoing communications among partners to ensure successful migration of content and metadata.
  • Plan UAT and QA (Quality Assurance) testing and write test scripts for solution implementation and content migration execution.
Your education & skills:
  • Bachelor's or master's degree in information systems, Computer Science, Business Administration or related discipline, plus a minimum of 5 years (with a master's degree) or 7 years (with a bachelor's degree) recent related experience; or the equivalent combination of experience and education.
  • CPBA / PMI-PBA certification or candidate for certification (or equivalent training).
  • Demonstrated advanced practice of visual thinking and ability to find suitable BA modelling and requirements gathering tools to represent complex information in an understandable textual and/or visual model to engage audience and connect them quickly to critical information for further inputs.
  • Strong skills in requirements gathering, data mapping, data analysis, communication, documentation, and partner management.
  • Demonstrated ability to lead business analysis work to support effective implementation of enterprise content management and/or knowledge management policy, processes, and tools, ideally for a regulatory body or for organization(s) operating in complex regulatory environments.
  • Demonstrated understanding of data modelling approaches and tools, particularly in the context of content and metadata management.
  • Proficiency in information architecture design for enterprise content management solutions using Microsoft SharePoint, including integrations with other enterprise applications.
  • Proficiency in content migration mapping process and tools, and content migration validation experience is essential, along with the ability to collaborate across teams.
  • Demonstrated practice of the Systems Development Life Cycle and Agile, Scrum project management methodology.
  • Demonstrated ability to build compelling business cases, conduct strategic analysis such as cost/benefit and impact analysis and other critical business analysis skills.
  • Demonstrated practice of business process streamlining and re-engineering. Ability to analyze system/operational problems and recommend innovative solutions.
  • Demonstrated problem solving, analytical and systematic thinking, attention to detail, risk management, planning and prioritization skills.
  • Excellent oral, written and interpersonal communication skills, including presenting, public speaking, training, and coaching. Ability to communicate complex ideas in simple terminology and convey the intended outcome.
  • Outstanding customer service skills; influence and decision-making skills: must have ability to establish and maintain strong relationships with partners with varied business and systems knowledge; ability to understand and manage customer expectations.
  • Demonstrated continuous improvement mindset and comprehensive understanding of change management concepts; ability to recognize potential limitations and opportunities and adaptability to changes.
  • Demonstrated proficiency in using MS Word, Excel, PPT, Visio and intermediate data analysis tools and methodology.
  • Ability to work effectively independently and as a collaborative member of a team.
  • Demonstrated initiative and self-direction abilities with solid time management skills.
  • Knowledge and experience with modern quality assurance concepts and practice is an asset.
  • CSM, CSPO, Agile Business Analyst certification is an asset.
  • Lean and/or Six Sigma certification is an asset.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission's 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place's Calls for Justice (2019)) is an asset.
  • Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
