Purpose of Position
The Assistant Operations Manager plays a crucial role in supporting the Operational Manager and overseeing the efficient operation of security services in alignment with the Canada Border Services Agency (CBSA). This position is based on site at the Immigration Holding Centre in Etobicoke and plays a pivotal role in providing management support, ensuring scheduling accuracy and compliance with operational procedures along with ensuring security delivery is at the highest degree.
This position will be based out of the CBSA Immigration Holding Centre, a federal holding center, used to detain individuals who are subject to immigration control measures. In order to be successful in this environment, you are required to be vigilant, empathetic and have the ability to work in a fast paced, high-pressure environment.
Structure and Relationship
This position reports to the Operations Manager and will directly manage a team of 5 Supervisors along with indirectly overseeing a team of over 200 security personnel. This individual will also work closely and interact with CBSA staff along with HR, Scheduling and members of the GardaWorld Operations team.
Required Skills
The Assistant Operations Manager will require the following skill set:
A minimum of 2 years’ management experience in a field directly related to law enforcement (Canadian Armed Forces, Royal Canadian Mounted Police, CBSA, Correctional Services Canada, Police Force etc.) OR:
2 years of experience specifically working on a Security Guard contract with the CBSA at an IHC or providing care and control of CBSA individuals
Strong organizational and priority setting skills to ensure goals are met.
Ability to coach, mentor and develop our onsite personnel.
Proven ability to prioritize, multitask in a fast-paced environment with problem solving skills, organizational and analytical skills to deal with competing priorities.
Task Related Objectives
Ensure the Assistant Operational Manager conducts the following tasks, including but not limited to:
- Providing management support for the Operational Manager and mentoring Shift Supervisors.
- E nsuring scheduling and invoicing accuracy and working with CBSA to resolve any discrepancies.
- Promptly addressing any scheduling discrepancies.
- Assisting in ensuring that all Contractor resources submitted as a part of the complement meet the requirements.
- Identifying, documenting and resolving issues and submitting paperwork to the attention of the CBSA and Project Authority.
- Escalating documented unresolved issues verbally and via email to the CBSA and Project Authority.
- Providing Contractor resource orientation.
- Identifying and auditing Contractor resource training gaps.
- Ensuring Shift Supervisors and guards comply with all POSOPs.
- Conducting supervisory visits to all IHC posts on a daily basis.
- Conducting supervisory visits, as part of regular duties or at the request of the
CBSA, offsite (e.g., airport, IRB office, point of departure, etc.) quality control checks.

- Implementing problem solving methods and recommending possible solutions in
order to improve the delivery of security services, to the CBSA Project Authority. - Filling in for the Operational Manager and performing the tasks of the Operational Manager, as required.
- Immediately performing and applying corrective action when there is an obvious
service delivery performance issue with Shift Supervisors and guards and providing notification to CBSA. - Ensuring that the appearance (i.e., dress) of all Shift Supervisors and guards are in accordance with Section 8.0, ‘Uniform Requirements for All Contractor Resources’,
and providing a monthly report. - Attending CBSA operational meetings as scheduled and requested.
- Any other duties relating to the services of this Contract
