Assistant Chief
Halifax Regional Municipality (HRM) is inviting applications for a permanent position of Assistant Chief with Halifax Regional Fire & Emergency (HRFE). The role requires leadership and direction to both the career and volunteer sector and members of HRFE.
Duties and Responsibilities:
- Supports HRFE's annual business plan and manages operating and capital budgets for assigned portfolios.
- Member of HRFE's Fire Strategic Team, ensuring goals and objectives are supported and resources are aligned.
- Provides support for recruiting initiatives and participates in hiring and promotional routines as required.
- Establishes priorities and aligns resources for effective service delivery in accordance with HRFE strategic priorities, policies, and guidelines.
- Promotes strong labour management and stakeholder relationships, responding to labour management issues prior to grievance initiation.
- Represents HRFE in grievance proceedings, including alternative dispute resolution processes.
- Monitors and evaluates the performance of District Chiefs, Division Chiefs, Managers, and other assigned staff; sets performance standards and conducts appraisals.
- Enforces operational guidelines, occupational health and safety standards, regulations, policies, systems, and procedures for safe fire service operations.
- Develops and maintains working relationships with regulatory authorities and the private sector to further HRFE goals.
- May respond as Incident Commander at emergency scenes, overseeing command, control, and coordination.
- Works with Human Resources to respond to personnel matters and administers performance management processes.
- Participates in an on-call duty rotation and responds to large-scale emergency incidents outside HRM.
- Represents the Deputy Chief or Fire Chief at community events and committees as required.
- Manages career/volunteer firefighters, administration, and support members as assigned.
Qualifications:
- Diploma in Fire Science or Emergency Management, Public Administration, Business Administration, or related discipline.
- Post-secondary education in Project Management, Adult Education, or Human Resources considered an asset.
- Minimum 10 years' experience in the fire/emergency service, with knowledge of various facets of fire/emergency operations.
- Minimum 3 years' experience at the District Chief or Division Chief level or equivalent positions.
Security Clearance Requirements:
Applicants will be required to complete an employment security screening check.

Permanent - Full Time.
Hours of Work:
Monday-Friday, 8:30am to 4:30pm with flexibility for on-call duties.
Salary:
Non-Union, FM3 $151,130 - $159,780.
