The Role
Provides technical support to the Program Manager (Asset Management and Analysis) in the planning, performance monitoring, and management of the corporate Asset Management (AM) program and related projects and initiatives. Analyses data and works with program areas to ensure processes have been developed and reviewed for data quality control, in accordance with the corporate data standards, and provides training and support for work management and decision support systems. Assists with designing, maintaining, and producing reports and forecasts related to performance metrics and recommends improvements.
Duties/Responsibilities
- Supports the corporate AM office and network team made up of divisional representatives and leads. Provides technical assistance in the development of the corporate AM plan and assists with communicating results and direction to the network team and other stakeholders.
- Collects, prepares, analyses, and summarizes data to support planning.
- Provides technical guidance and support to staff across the corporation. Provides information and consultation to contractors and consultants.
- Monitors and reviews project performance data and provides feedback to staff and management as appropriate.
- Prepares, reports on, and maintains AM systems data, reports, and analysis including reporting for Council, industry associations, and other levels of government. Uses industry performance indicators to produce benchmark comparisons and trend analysis.
- Consolidates information and data from various AM teams and business units. Supports data management for data sets including defining and ensuring compliance with data quality standards for AM purposes, defining current data and change management practices, data lifecycle management, and metadata management in collaboration with ITS. Coordinates with administrative and technical ITS staff on system/data management standards related to security and user access/permissions. Collaborates with corporate partners particularly ITS to ensure required transportation data can be integrated with other corporate data. Supports data literacy training. Participates on the asset data stewardship committee.
- Provides expertise to business units on business process management, process mapping, and process improvement methodologies as it relates to AM systems. Works with business units to define, organize, translate, safeguard, simplify, and document business and user requirements.
- Leads ongoing business process reviews and develops optimization strategies within AM systems. Researches and recommends resources. Discusses issues and concerns with business units.
- Facilitates meetings and presentations with business units to share ideas and findings, assess needs, and develop system enhancements. Documents and analyzes processes and workflows.
- Participates in the administration of business intelligence systems and operational system administration work. This includes setting priorities, coordinating and monitoring work, and reporting on progress.
- Works with the network team and staff task forces that address specific program area projects, including budgets, reports, and data requirements. Ensures reports (data, format) align with the corporate AM plan and standards to ensure consistency and transparency to stakeholders (e.g. Council, Finance).
- Researches, reviews, and evaluates corporate service standards and recommends benchmarks and targets to the Manager.
- Makes recommendations related to policy, strategy, and frameworks consistent with departmental needs and corporate requirements.
- Works with the Program Manager to develop and implement communications and change management related to processes and data reporting to the network team.
- Provides technical resources and expertise for planning, designing, and implementing AM activities across the corporation, including interaction with interdepartmental business units.
- Acts as administrator/superuser and trainer for the corporate work management system and decision support software. Supports system administrators with sharing information and escalating issues for reconciliation with ITS and/or software vendors.
Additional Duties/Responsibilities
- Prepares and/or participates in conceptual programs and studies. Develops partnerships with universities for research projects.
- Supports a framework for continuous improvement and supports business units in developing a culture of continuous improvement. Coordinates corporate AM progress tracking and internal and external benchmarking.
- Contributes to long-term planning including providing input to business plans, processes, and strategies. Analyses trends, operational information, employee input, corporate objectives, and customer needs to recommend changes to strategic vision.
- Analyses and designs processes measuring lifecycle costs to ensure the protection of asset investments and inform decision-making. Works with system vendor(s) for updates and changes.
- Leads communication and marketing initiatives to promote the Region’s AM strategy to the public, including information and education related to costs and changes in service delivery and expectations. Participates in public meetings as required.
- Leads the development and implementation of surveys and other tools used for collecting and responding to public feedback related to service priorities, needs, and expectations.
- Exchanges information with peer organizations. Liaises with the provincial government regarding policy development and interpretation and participates on related committees. Researches and shares best practices with the team.
- Communicates with government ministries, conservation authority and other regulatory agencies, area municipalities, and utility companies to exchange/verify infrastructure system information and coordinate activities. Participates on industry-related groups with area municipalities.
- Responds to public inquiries as required.
- Performs related duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge and skills are acquired through a 3-year degree or diploma in engineering or a related field plus 3 years of related experience.
- Knowledge of AM planning, performance management, and lifecycle management.
- Knowledge of municipal and public works administration including legislative and political issues and processes.
- Knowledge of and ability to comply with policies, procedures, program goals and objectives, industry best practices, and related legislation and regulations (e.g., Ministry of Environment, Ministry of Labour regulations, health and safety).
- Ability to keep industry knowledge current.
- Analytical, research, and problem-solving skills to review and report on data and performance; assist in program and plan development; and recommend policies, procedures, and concepts for use across departments and disciplines (planning, finance, facilities management).
- Communication and human relations skills to promote principles, practices, and strategy to all levels of staff; communicate technical and operational instructions, policies, and procedures; influence best practices, change, and knowledge transfer; present to groups including the public; and participate as an effective team member.
- Ability to read and interpret policy and procedures, technical design specifications, contract agreements, and legal documents.
- Ability to write clear, concise reports, training materials, work plans, proposal and tender specifications, technical design briefs, and correspondence. Ability to lead the development of communications to clearly define the program and raise internal and external awareness and buy-in.
- Computer skills with ability to use software such as Microsoft Office (including Access), document management systems, and computer modelling programs.
- Ability to travel within and occasionally outside Waterloo Region. Ability to support and demonstrate the Region’s values.
