The GO Expansion On-Corridor Works scope includes new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.
Alstom is seeking an Area Construction Manager. This individual will be responsible for directly coordinating with Alstom's sub-systems construction managers. The Area Construction Manager is responsible for ensuring coordination between all Alstom’s sub-systems and Civil Work (CW), the surveillance of the works, as well as the implementation of progress monitoring of all items concerning the construction/installation activities and comparing them to planned durations and productivities.
MAIN RESPONSIBILITIES
Key accountabilities:
- Organization of meetings on site with subsystems installation managers, the sub-contractors, and CW entity to discuss interfaces, handover of areas, access, and site installations.
- Review the project in-depth to schedule deliverables including documentation and plans (execution, recovery, etc.).
- Prepare internal and external reports pertaining to job status.
- Ensure fulfillment of Environment, Health & Safety (EHS) requirements and security during work on site.
- Ensure observance of the stipulations laid down in the Project Quality Documentation by the site management team.
- Adhere to the Coordinated Installation Program (CIP) for E&M site installation activities.
- Monitor and control installation work progress sequence as scheduled in CIP to achieve project milestones.
- When required, implement effective corrective measures to remedy defects or delays, and validate concurrent activities performance if required between sub-systems and/or CW.
- Apply risk management to installation works.
- Ensure that each subsystem mobilizes its team and has all the required documents (drawings and methods), materials, plants, and tools in due time for work execution (4M implementation).
- Ensure the most effective use of temporary staging areas.
- Attend, upon request, weekly meetings with Customer/Engineer/Operator to address any issues or interfaces and manage stakeholder requirements.
- Contribute to the coordination of Testing and Commissioning activities of all areas still under construction responsibility.
- Gather inputs and close coordination with Project Traffic Management Team (mainly on Light Rail/Tram projects).
- Gather inputs and close coordination with Project Working Train Manager (mainly on Main line or Metro projects).
Performance measurements:
- Savings through risk mitigation and opportunities management, cash by sales milestones achievement.
- Planning, quality, EHS: monitoring, anticipation, and reporting on progress and issues.
MAIN REQUIRED COMPETENCES
Educational Requirements
Mandatory:
- Qualified technician or Engineer degree level or equivalent education or experience.
- Certification on Site EHS management.
Experience
Mandatory:
- 8-10 years of previous relevant work experience in a major Infrastructure Project or major Company Branch Management.
- Cost and planning control experience in site management scope.
- EHS background.
- Railway products and services knowledge across different market segments (Metro/Tramway/Mainline).
- Experience of management by Quality, Cost, and Delivery objectives.
- Hands-on experience in customer relationship in technical topics.
- Excellent interpersonal and negotiation skills to fulfill the role of interface manager toward both customers and partners.
- Quality-focused, rigorous, team player.
- Decision-making and problem-solving ability.
- Resilience, with an analytic way of thinking to solve complex system failures.
