Manitoba’s Data Science Program is recruiting for an Applied Scientist (Data Scientist) who will join a supportive and high-performing team with an exciting mission to transform government.

The Data Science Program is housed in Manitoba Health but works across the entire public sector to apply machine learning and advanced analytics to improve our communities, ecosystems, and services.

Applied Scientists assist in complex projects in our portfolio as individual contributors in a production data science environment. They apply data science and machine learning to support government’s objectives in fields ranging from agriculture to education, climate, and health.

Individual contributors in the Data Science Program work across subject areas and are exposed to a wide range of policy and operational domains.

The Data Science Program has big goals - we are building a team of enthusiastic people to turn data into good policy and governance.

Qualifications:

Essential:

  • Completed Master’s or Doctoral Studies in a quantitative discipline (including but not limited to mathematics, physics, econometrics, computer science, statistics, etc.) with extensive quantitative preparation.
  • Demonstrated ability to apply a scientific approach to complex subject matter, evidenced by a suitable combination of education, experience and training.
  • Extensive knowledge of theoretical and practical applications of computer science, statistics, and machine learning.
  • Strong written communication skills.
  • Superior verbal communication skills including ability to present complex technical information to executive audiences.
  • Ability to work independently while using individual judgement in resolving issues as they arise.
  • Strong attention to detail to provide clear, accurate information and professional products to stakeholders.
  • Strong interpersonal skills to build and navigate stakeholder relationships.
  • Strong organizational and time management skills with the ability to balance tight deadlines and conflicting priorities.
  • Awareness of ethical, legal, and political considerations in the application of machine learning, predictive and prescriptive modelling to government areas of responsibility.

Duties:

On a day-to-day basis, the position will:

  • Deliver complex quantitative analysis and modelling in collaboration with Senior Applied Scientists and other individual contributors. This will include:
    • Machine learning models.
    • Predictive and prescriptive models.
    • Complex analysis on non-traditional datasets (e.g., networks, free-text, images, video).
  • Contribute to our supportive culture of analytical excellence through participating in peer review and collaboration.
  • Produce decision-grade insights that shape the direction of government policy.
  • Be responsible for overall quality of their work - including accuracy, completeness, appropriateness, reproducibility and overall alignment with expectations for quality analytical practice.
  • Develop compelling narrative and custom visualizations which communicate insights and provide rich insight experiences for our clients.
