Airport Operations Change Manager

Work Arrangement: This role is primarily based in the airport and office environment with occasional work-from-home flexibility. The candidate must be able to accommodate frequent travel.


Position Overview:

Reporting to the Vice President, Airport Operations, the Airport Operations Change Manager is the key stakeholder responsible for driving change and improvement within Airport Operations. As a key change leader, you will participate in the development of the department strategic plan, this person will identify, support, and coordinate the projects and initiatives required to deliver successfully as a department and business. As the primary representative for all department system and process changes, the candidate will be required to foster, and maintain positive working relationships with other internal departments and 3rd party service providers. The Airport Operations, Change Manager is the Subject Matter Expert (SME) on ULCC airport operating concepts, and this position acts as the center for change.


Primary Job Functions:

Operational Projects – The incumbent will spearhead all projects launched by the Airports team, and act as the lead for any projects that internal/external partners implement that have or will have an effect on airport operations. The incumbent will maintain full oversight and provide leadership of all projects, ensuring full collaboration with department and company stakeholders to bring all projects to completion. This includes planning, development and implementation of all projects while maintaining the operational integrity of, and driving improvements and efficiency of airport operations. Support the transition into the operation and monitor the effectiveness of the change. Primary participant in the Management of Change process (MOC).

Process and Procedure Improvement – Ensures development of documented policies and processes during the lifecycle of the projects, and ensure, where applicable, they align with industry best practice (e.g. IATA). This includes identifying/ providing guidance on requirements for manual updates, guidance materials, and training developers. All change projects are expected to provide results that drive optimized operations.

Collaboration – This role will be required to work with a high level of collaboration with other departments and stakeholders, both internally and externally, and will act as the leader within the Airport Operations department for any future projects approved by the department. This includes supporting the training/operational teams, and the incumbent will determine the needs and actions required to drive change in the department. Act as the lead for Airport Authority proposed projects to explore, lead pre-implementation work, and approval for the department.

Safety Management and Safe Operations – Through involvement within Flair SMS processes and 3rd party safety programs, the Change Manager will participate in SMS processes as required. As well, provide oversight on any issues/occurrences with internal and 3rd party providers as a result of any change project outcomes.

New system, process development – Act as the lead in the initial and implementation phases of new projects, this includes, systems, operating practices, and new technology to support the operation. The Incumbent will work to ensure the needs of airport operations is represented in any new initiatives and will determine/identify the initial teams to scope the requirements as they pertain to airport operations and be accountable to ensure the project results in successful implementation. Primary participant in the Management of Change process (MOC).


Secondary Job Functions:

  • Meet with stakeholders as needed to review any demonstrated trends, areas of strength and weaknesses that require attention. Provide recommendations as needed and act as champion to ensure completion.
  • Develop and continue relationships with cross departmental stakeholders to represent airport operations in working groups as required.
  • Perform base visits pre/post project launch and further, make recommendations on needed training and/or materials.
  • Produce feedback reviews as needed for stations and department stakeholders to share results and provide constructive feedback.
  • Collaborate with the airports training team to enhance policies and training material that reflect, and correct trends identified.
  • Drive company culture and messaging by leading and participating in recognition programs and building strong relationships with 3rd party providers and their leadership teams.
  • Provide oversight to ensure the team collaborates with 3rd party service providers to streamline processes and systems.
  • Assist in managing changes for improvement and efficiency gain in processes and operations.
  • Participate as required in company safety management systems and quality assurance processes.
  • Other duties as assigned.


Qualifications & Requirements:

  • Education:
    • University Degree or College Diploma in Aviation Management, Business Management or related field.
    • Change management courses /certification an asset.
    • Project management courses/certification an asset.
  • Experience:
    • 3-5 years of work experience in an airport operational environment with an emphasis on operational project planning and implementation
    • Minimum of one year of leading airport operational programs.
    • Minimum two years experience with a ULCC or LCC.
    • Demonstrated success in change management initiatives. Capable of leading and delivering key change initiatives.
  • Skills & Abilities:
    • Demonstrated ability to work effectively in a high-stress, deadline-driven, ever-changing work environment while prioritizing tasks and assignments
    • Strong verbal and written communication skills
    • Proven interpersonal skills in dealing with both external and internal customers.
    • Proven organizational and time management skills.
    • A high degree of self-motivation and commitment to work in a fast-paced, dynamic environment.
    • Strong ability to motivate employees to learn and apply skills; the ability to motivate and the capacity for teamwork.

    • Intermediate proficiency in MS Office Suite; particularly Outlook, Word, and Teams.

    • Clear criminal record check and satisfactory employment references
    • Must be able to obtain and maintain a valid Restricted Area Identity Card (RAIC)
