As an Advisor, Corporate Finance you will be an integral part of implementing and executing the Capital Advisory program within Treasury at The City. The Capital Advisory team resides within the Corporate Finance function in the Treasury division, acting as the principle contact within the organization for all financing and decisions affecting the capital structure for The City's capital investments. The incumbent will interpret decisions affecting the capital structure in the context of The City's financial capacity while ensuring transaction alignment with corporate financial strategy principles, municipal fiscal policy, and treasury management best practices. Primary duties include:

  • Manage the long-term corporate financial planning analysis in Treasury to assess new investments in the context of The City's long-term financial capacity and sustainability.
  • Manage the analysis and systems (e.g., Treasury Management System) to forecast future debt and report on debt metrics to both internal and external interested parties.
  • Develop and maintain complex financial models while conducting detailed financial analysis to support decision-making, negotiation, execution and long-term benchmarking and management of the financial strategies and financial frameworks for The City's capital investments.
  • Interpret decisions affecting the development and negotiation of optimal funding and financing strategies for a wide variety of capital projects and other initiatives in the context of The City's financial capacity, long-term financial sustainability objectives, and corporate policies and procedures (e.g., Debt Policy).
  • Monitor alignment of all transactions and initiatives to The City's long-term financial sustainability objectives, financial strategy principles and financial frameworks and The City's Principle Corporate Risk register.
  • Act as a principal corporate liaison in the Capital Advisory team, as a subject matter expert responsible for research and analysis of all aspects of capital structure development for capital projects at The City.
  • Provide strategic financial and commercial advice across the organization on projects and initiatives of key importance to The City, and support the assessment, evaluation and execution of all aspects of financing, including alternative capital financing options such as the Canada Infrastructure Bank and Public Private Partnerships (P3).
  • Support analyzing, identifying, and mitigating corporate financial and other key risks for The City.
  • Support the Corporate Finance reporting requirements for internal partners and senior management, committees, and Council and other ad-hoc analysis or requests as required.
Qualifications
  • A degree in Finance or Accounting accompanied by a professional designation such as a Chartered Financial Analyst (CFA), Chartered Professional Accountant (CPA), Chartered Alternative Investment Analyst (CAIA), or a Chartered Business Valuator (CBV) with at least 5 years of corporate finance or corporate development experience OR;
  • A Master of Business Administration (MBA) with at least 3 years of corporate finance or corporate development experience.
  • Advanced proficiency in Microsoft Office Excel is required.
  • Project finance and financial modeling experience including debt financing, cash flow and credit rating analysis, as well as direct experience with developing and refining long-term alternative financing solutions, evaluation of capital structures and development of corporate financing strategies, and transaction execution for capital projects.
  • Practical experience with the development and execution of financing agreements, commercial agreements, procurement documents, and legal review processes.
  • Excellent communication and organization skills, strong political acumen, and demonstrated proficiency in financial analysis.

Compensation: Pay Grade 12 $45.53 - 60.86 per hour (2024 Rates)
Days of Work: This position typically works a 5 day work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
