GENERAL DESCRIPTION:

The Advisor, Asset Management advises on and executes strategies to continually enhance asset management practices to support sustainable service delivery for the Municipality. As an asset management subject matter expert, the incumbent provides strategic guidance to foster consistent asset management culture, systems, processes, and practices across the organization. This includes providing support to all departments in accordance with the Municipality’s Asset Management System Policy and best practices and ensuring asset management directives are applied in a consistent manner. Primary responsibilities of this position include:

Program Advice and Guidance:

Assists with overall service delivery through direct involvement in daily operations and administration. Provides guidance on asset management strategies, policies, processes, and procedures to ensure asset management principles are realized across the organization.

Research and Implementation:

Participates in the continuous research, development, improvement, and implementation of effective asset management strategies, tools, and guidelines based on best practices. Participates in departmental and interdepartmental project teams and committees to acquire, share, and evaluate asset management related processes, programs, initiatives, outcomes, and experiences. Analyzes the effectiveness of municipal asset management programs and makes suggestions for further improvement. This includes data collection and management, condition assessments, risk assessments, and providing asset management related guidance for capital planning, asset management planning, capital program delivery, operations, and maintenance. Provides support for the development, implementation, and ongoing operational enhancement of an approved Enterprise Asset Management (EAM) system for the Municipality. Develops and/or facilitates related training, user manuals, and communication materials.

Departmental Support:

Tracks and communicates asset performance through comprehensive reporting, including lifecycle analysis; asset performance evaluations for capital and operational funding; and other engineering, operations, and maintenance analyses. Collaborates closely with operating departments to perform asset condition assessments, compile asset condition reports, and integrate risk management assessments with the asset management program. Enhances strategies and methodologies related to asset management, risk assessment, and asset lifecycles, providing recommendations that can shape strategic direction or service improvements. Analyzes relevant data, information, business processes, workflows, and performance metrics, and develops recommendations for continuous improvement across the Municipality.

SKILLS REQUIREMENTS:

Candidates need to show evidence of the following:

  • Ability to develop and maintain inventory datasets, conduct infrastructure condition assessments, prepare life cycle costing, and conduct risk analysis.
  • Proficient in contract management and procurement processes.
  • Sound understanding of municipal asset management concepts and experience in leading or contributing to a corporate asset management team.
  • Strong organizational skills, and use of innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Excellent interpersonal, analytical, and communication skills, with a demonstrated ability to assess situations from a business perspective.
  • Dedicated team player with a collaborative approach, possessing strong project management and facilitation capabilities.
  • Proven customer focus with demonstrated ability to cultivate effective relationships with internal and external stakeholders, including government, industry, Indigenous groups, and members of the public.
  • Highly proficient in Microsoft Office suite, project management software, ArcGIS, and knowledgeable with Computerized Maintenance Management System (CMMS) software with preference given to experience with SAP, PSD Citywide or Cityworks.
  • Exposure to other cloud-based software solutions for records management, document control, CMMS, fleet management or reliability programs is considered an asset.

EDUCATION:

  • Degree in engineering, architecture, planning, environmental science, business, computer science or related field is required.
  • Diploma or certificate in asset management or maintenance management from the Institute of Asset Management (IAM) or another accredited body is required.
  • Certified Asset Management Professional (CAMP), Certified Asset Management Assessor (CAMA), Project Management Professional (PMP), or Maintenance Management Professional (MMP) are considered assets.
  • Professional Engineer (APEGA), Certified Engineering Technologist (CET), journeyperson certification, or other allied professional designations are considered assets.
  • An equivalent combination of education and work experience may be considered.

EXPERIENCE:

  • Five (5) or more years of progressive experience in infrastructure management, project management, asset management, operations, or maintenance, preferably in a municipal environment.
  • Experience in the development and implementation of EAM or CMMS software is preferred.
  • Experience working in a public sector environment with unionized and non-unionized employees is considered an asset.

OTHER REQUIREMENTS:

  • Submission of a Criminal Record Check.
  • A valid Alberta Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Working in the field and office environment.
  • Travel required to various locations within the region.
  • Must be willing to work outdoors in all weather conditions.
  • May be required to work outside of regular business hours.
