Workforce Manager, Queensland Health

The Workforce Manager has an essential leadership role managing the Queensland Health (QH) procurement and supply chain transformational agenda and is responsible for ensuring the significant investment in procurement transformation activities for Queensland Health is supported by appropriate organisational structures, capabilities, and ways of working.

The Workforce Manager role will be responsible for providing effective project management skills to progress the development and delivery of activities including the development and implementation of an interim project workforce and future state workforce.

• Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
• Lead and develop effective change methodology approaches that incorporate responsibility to manage change strategy development and planning, managing impacts of change, and targeted engagement and communication approaches.
• Undertake change management strategies including detailed change impact analyses, stakeholder analysis and mapping, change risk identification and assessment, and change management actions to address key deliverables and identified risks.
• Provide change leadership and support through extensive collaboration and consultancy with key internal and external stakeholders throughout all stages of the project.
• Develop and deliver strategies to build change capacity and resilience across System Procurement including effective change agent networks.
• Work closely with Human Resources to deliver transformation coaching to employees to engage and influence through the transformation journey, including identification of focus areas, opportunities for capability development and embedding behavioural change.
• Identify and document appropriate change management strategies for assigned projects within the context of current capital projects and other changes across System Procurement.
• Prepare, review and present reports, briefing notes, business cases and other correspondence for organisation-wide workforce strategies and initiatives to support workforce planning, cultural change and business transformation.
• Establish and maintain key stakeholder relationships and cross-team collaboration to support effective change management and workforce transition.
• Support the success of transformation activities to support transformation change to procurement operations delivered by System Procurement Branch.

The essential requirements for this role are:

• Demonstrated experience and knowledge in designing and implementing organisational change frameworks, processes, systems, resources and capability in large, diverse and complex organisations.
• Demonstrated high-level communication skills with proven experience communicating, facilitating and negotiating with a wide range of stakeholders, including unions, in a confident and professional manner and influencing outcomes.
• Demonstrated experience in proactively leading and engaging stakeholders in organisational and cultural change processes, being responsive, and delivering on strategic intent.
• Proven experience in change management and implementing initiatives in large organisations, delivering clear innovation and improvement outcomes within strict timeframes and budgets.
• Proven ability to guide, educate and support senior leadership and line managers to lead change programs, engage employees and achieve key objectives.
