- Duration: 6 months initial term with potential 6-month extension
- Rate: Daily Rate $1,200 per day + Super

About the ProgramThe Queensland Government is delivering one of the most transformative public transport projects in the state’s history—the
European Train Control System (ETCS) Program. This multi-faceted initiative will modernise the signalling and traffic management infrastructure across South-East Queensland’s (SEQ) rail network, ensuring safer, more reliable train services for Queensland’s growing population.
Projects under this program include:- Cross River Rail (CRR) – with new tunnels and a state-of-the-art Traffic Management System
- ETCS Beenleigh to Varsity Lakes (B2V) Project
- Onboard fitment of ETCS technology on rollingstock including New Generation Rollingstock (NGR) and the future QTMP fleet
A vital element to enable successful delivery of these projects is the
Shorncliffe Pilot Line (SPL)—a key testbed for validating ETCS and ATO infrastructure and systems.
The Role: SPL Delivery DirectorTMR is seeking a highly experienced
Delivery Director to take ownership of the strategic planning and efficient utilisation of the
Shorncliffe Pilot Line (SPL) for testing, validation, and commissioning activities across the ETCS and NGR programs.
You will work at the interface of multiple critical projects and stakeholders, including
Queensland Rail (QR),
Cross River Rail Delivery Authority (CRRDA), and the
Sequence Alliance. Your leadership will ensure the SPL is optimally configured and accessed to enable system validation, testing and operational readiness.
Key Responsibilities- Lead the coordination and strategic planning for SPL utilisation across the ETCS and NGR programs.
- Review current Testing & Commissioning (T&C) and Trial Running plans and progress.
- Define total SPL access requirements, balancing revenue services and testing needs.
- Develop and implement a practical and efficient track access strategy (night/weekend access, rolling access, extended periods).
- Negotiate access and scheduling with key stakeholders.
- Identify and implement the optimum operating scenario to support testing while minimising impact on the broader SEQ network.
- Work within QR and broader stakeholder teams to drive execution of the SPL strategy.
Essential Requirements- Proven experience in delivering complex, high-profile infrastructure projects in the transport or rail sector.
- In-depth knowledge of rail transport operations, relevant legislation, and governance frameworks.
- Demonstrated program management expertise with an understanding of commercial contracts and delivery models.
- Strong influencing, consultation, and negotiation skills with the ability to engage senior stakeholders and technical experts.
- Experience working in multidisciplinary, cross-agency environments.
