Position Overview:

The Telecommunications Supervisor – Stage 2 is the lead party interfacing the Maintenance Service Provider in regards to local Telecommunications and Security Systems affairs.

The Telecommunications Supervisor ensures that the delivery of the maintenance services contracted is performed in-time and as per standards defined in the Maintenance Services Contract and Specifications.

Roles and Responsibilities:

  • Maintain a high profile in the promotion of safe working conditions and practices to ensure a safe working environment for all Employees and Contractors by performing frequent audits to the Contractors to ensure that the Operator’s rules and regulations are being met in terms of Competence Management and Safe work practices;
  • Audit the Maintenance Services of the several Service Provider teams to ensure compliance with the Prescribed Maintenance and Operator’s plan;
  • Review the Service Provider daily corrective maintenance reports and ensure that any identified deviations are corrected by the Maintenance Service Provider.
  • Review and endorse the monthly invoices related to all local service contracts under management.
  • Review and endorse any workaround proposed by the Service Provider to minimize fault impact, including risk assessment;
  • Support the Reliability Engineer in investigations and data collection analysis to determine corrective actions.
  • Act as a local interface point between Operator’s Department and the Maintenance Service Provider in terms of Interface Events (Track to train, Network Coverage, updates to the IP network configuration, port allocation, etc.) and requests from the Telecommunications Regulator (TDRA);
  • Act as a local interface point between the Service Provider and the Operator regarding local requirement requests (Security, Material, Training, Rules, etc.);
  • Together with the local Specialist, cover the Maintenance Services Shift pattern to ensure a presence of a Client representative at the site;
  • Review local Telecommunications KPI and provide local supervision regarding KPI deviations and ensure the application of local corrective actions with the Service Provider;
  • Cover the Telecommunications Specialist and Telecommunications Manager (where applicable) duties during their absence.
  • Ensure that the Service Provider acts on all MMIS raised notifications on-time and that the Maintenance notifications are closed accordingly;
  • Provide Access to minor Contractors and third parties (ER Projects and Contractors, etc.) to the Etihad Rail Right of Way under its jurisdiction;
  • Approve the weekly Telecommunications & Security Maintenance Staff rostering and ensure its availability within the Control Function;
  • Lead the deployment of renewal projects due to equipment obsolescence, at the local level;
  • Provide On-Call coverage for major Systems downtime events as Client representative.
  • Create documents and support the line manager with asset condition assessment, work methods, and budget preparation;
  • Review and support innovative solutions proposed in Telecommunications systems;
  • Undertake similar and related tasks and duties as directed by the Supervisory function.

Academic Qualifications:

  • University degree in Railway Operations, Computer Science, or Electrical Engineering or equivalent and 7 years of applicable experience;
  • High School Diploma and 12 years of applicable experience;

Professional Qualifications & Knowledge:

  • Full driving license or ability to convert it to UAE License;
  • Knowledge of applicable Telecommunications and Security Technologies within a railway environment;
  • Recognized training qualification within Telecommunications Technologies;
  • Knowledge of SAP Maintenance module;
  • Knowledge of auditing techniques;
  • Recognized competence assessor qualification;
  • Contract Management principles knowledge;

Experience:

  • Proven experience with Telecommunications Systems;
  • Proven experience with fault and root cause analysis;
  • 5 years of relevant experience in Railway Telecommunications Maintenance;
  • Demonstrable working experience with GSM-R and IP Networks;
  • User experience with SAP;
  • Contract Management Experience;

Other Skills:

  • Native or Competent English level (IELTS overall band 6 or equivalent);
  • Physically fit to perform inspections in high heat environments;
  • Ability to manage multi-cultural and multi-disciplinary teams;
  • Good planning skills;
  • MS Office skills;
  • Linux working knowledge;
  • Report Writing skills;
  • Analytical skills for problem-solving;
  • Good communication and interpersonal skills and a proven ability to motivate and direct employees.
