Job Overview:

The Senior Procurement Engineer will lead procurement activities for high-end luxury residential projects, focusing on delivering high-quality materials and services at optimal costs. The role demands extensive experience in vendor management, cost negotiations, risk mitigation, and effective communication across departments to ensure smooth project execution. This position will play a key role in shaping procurement strategies and maintaining reliable supply chains.

Key Responsibilities:

1. Review Technical Specifications: Assess technical specifications, BOQ, and project drawings to identify suitable vendors and specialists.
2. Develop Procurement Schedule: Prepare, update, and share the procurement schedule with project teams using the project management platform.
3. Risk Management: Identify potential supply chain risks, develop mitigation strategies, and proactively address issues such as delays, shortages, and price fluctuations.
4. Identify and Assess Vendors: Conduct market research to identify reliable suppliers and subcontractors. Evaluate their capability based on quality, delivery timelines, services, and pricing.
5. Prepare and Send Enquiries: Issue detailed RFQs to potential suppliers and subcontractors to invite competitive bids for various project packages.
6. Bid Evaluation & Selection: Analyze quotes from subcontractors and suppliers, prepare comprehensive bid tabs, and recommend the most suitable vendors for each work package.
7. Subcontract Agreement Preparation: Draft, negotiate, and finalize Subcontract Agreements, ensuring compliance with project requirements and company policies.
8. Review and Approve Purchase Orders: Conduct a thorough review of Purchase Orders and approve them prior to final management authorization.
9. Internal Collaboration: Maintain effective communication with project teams, accounts, and purchasing teams to ensure alignment on procurement activities and project needs.
10. Vendor Coordination: Act as the primary liaison with vendors and suppliers to ensure timely deliveries and resolve any issues that may arise during the procurement process.
11. Quality Assurance: Review material submittals to ensure compliance with project specifications and quality standards. Coordinate with the technical team to facilitate approvals.
12. Cost Negotiation: Lead negotiations with suppliers to secure competitive pricing and favorable terms while maintaining quality standards.
13. Budget Management: Monitor procurement costs and implement cost-saving strategies to achieve project budget targets.
14. Detailed Planning & Reporting: Prepare regular reports on procurement activities, including cost analysis, vendor performance, and delivery status.
15. Documentation Maintenance: Ensure all procurement records, including Subcontract Agreements, Purchase Orders, and Bid Evaluations, are accurately documented and filed.

Desired Candidate Profile:

1. Bachelor's Degree in Civil Engineering or a related field (mandatory)
2. Minimum of 12-15 years of experience in procurement, specifically in the role of Senior Procurement Engineer
3. Proven expertise in the luxury residential construction sector within the UAE
4. Strong understanding of technical specifications, BOQ, material submittals, and high-end finishing materials
5. Demonstrated track record in vendor evaluation, negotiation, and relationship management
6. Excellent interpersonal and communication skills for effective collaboration with internal teams and external suppliers
7. Strong analytical skills for bid evaluation, contract negotiation, and identifying cost-saving opportunities
8. Experience in developing and managing procurement schedules, with an emphasis on timely and cost-effective procurement
