Specialist - Procurement (UAE National)

Job Objective

To provide the timely and accurate processing of purchasing orders and procurement transactions for central functions and all campuses across HCT. He/she will maintain efficiency in the procurement process and develop reliable relationships with the existing and potential suppliers.

Strategic Role

• Analyze and comprehend operational organizational goals and strategies and how they relate to own function.
• Generate ideas which contribute to the development of functional goals.
• Identify opportunities to enhance the implementation of operational goals.

Operational Role

• Adapt to the business continuation practices and approaches developed to protect and restore the organizations resources and adjust best to the changing environment in times of any major change/ crisis to maintain a responsible and positive environment for the organization and the community as whole.
• Analyse the competitive forces and trends that influence local and international markets and suppliers on cost and quality.
• Research market data and use to estimate and negotiate current and future prices and costs for purchased goods and services.
• Ensure systems are used for internal and external communications in procurement and supply chain.
• Operate and promote the use of Procure to Pay (P2P) systems for key processes in procurement and supply chain.
• Ensure compliance with organizational procedures associated with the sourcing process.
• Analyze the main types of contractual agreements that can be made between HCT and suppliers and identify the circumstances for each to be used.
• Develop the content for the pre-engagement of suppliers that can involve publicizing contract opportunities and provide feedback to stakeholders to capture supplier innovation and build relevant innovations into the requirements.
• Create selection and award criteria appropriate to the procurement proposing any necessary weightings for the criteria.
• Evaluate the financial, commercial and technical capabilities of potential suppliers.
• Negotiate with stakeholders/suppliers to promote effective procurement in the stages of a sourcing process taking steps to overcome conflict and challenges with suppliers and other stakeholders.
• Demonstrate effective behaviors in conducting commercial negotiations that will help generate positive outcomes for the organization.
• Work with suppliers, internal stakeholders to achieve added value outcomes in procurement and supply.
• Assist in planning and supervising the delivery of procured products/services to the relevant parties in HCT.
• Build and maintain good working relationships with functions and campuses across HCT and ensure that their requirements are efficiently and effectively catered to in accordance with the established procurement policies, procedures and processes.
• Any other tasks as assigned by Supervisor to meet business needs.

Leadership Role

• Review work on a regular basis and provides constructive feedback.
• Delegate tasks to subordinates and encourages them to take initiative within their scope of responsibilities, if applicable.
• Advise and guide others by sharing experiences and discussing how to deal with various matters.

Qualifications

• Minimum of a Bachelor’s degree in a relevant field is required e.g. Supply Chain Management, Business Administration.
• CIPS, Professional certification in purchasing, procurement, or supply chain is preferred.
• Full English and Arabic proficiency is required.
• Intermediate computer literacy is required e.g. MS Office, Oracle Fusion ERP (Procurement Management system).

Experience

• Minimum of three years of relevant work experience in Procurement and Contracts or any relevant field.
