Job description
Roles and responsibilities
  1. Supervise HSE services
  2. Implement safe systems of work
  3. Provide advice in accordance with the HSE manual and procedures
  4. Conduct Behavioural Safety Audits (BSA)
  5. Conduct HSE inspections
  6. Implement fire and emergency plans/drills. Plan, define scenarios, report, & follow up emergency drills
  7. Conduct site HSE induction if required
  8. Conduct Fire and HSE training
  9. Participate in emergency incident activities
  10. Conduct incident investigation
  11. Maintain fire and safety equipment
  12. Assist the Senior HSE Engineer in operational activities
  13. Implement risk reduction measures
  14. Support operation teams to meet site/project HSE targets and objectives
  15. Participate actively in the development and implementation of risk assessments for operations
  16. Assist implementation of project environmental plans and studies such as HSEIA, CEMP, EIA, etc., for the respective projects
  17. Support HSE Officers and Assist Senior HSE Engineers to ensure adherence to Environmental Management Plans
  18. Conduct environmental inspections on various project sites
  19. Ensure adherence with CEMP specifications, mitigation control plans, waste management, carbon footprint/emissions calculations, and federal and local regulations
  20. Deliver training/awareness sessions on relevant environment-related procedures and standards
  21. Conduct project and section/department audits in compliance with ISO 14001 and legal requirements
  22. Assist investigation of environmental incidents to identify root causes and provide recommendations
  23. Assist emergency response team for site/project
  24. Provide HSE guidance to the Line management on all HSE issues
  25. Determine the HSE impacts on scope, schedule, and strategy for the methods applied in Project
  26. Assess HSE requirements for each work scope
  27. Review project FRA’s
  28. Follow up on HSE observation close-out status
  29. Prepare weekly and monthly KPI reports
  30. Screen and interview potential Sub-Contractors for HSE personnel, qualifications, and competency
  31. Verify the HSE Plan implementation
  32. Verify the employees' competencies in HSE, including Sub-Contractor Management
  33. Lead Site HSE campaigns, mass TBT, periodic meetings, and on-site walkthroughs
  34. Verify Sub-Contractors of HSE performance and implementation of NMDC standards
  35. Define HSE milestone
  36. Plan and execute audits
  37. Assess leading and lagging indicators, including analysis of the HSE Tracking registers
  38. Interface with Project stakeholders all relevant HSE Issues
  39. Verify that quality HSE induction (e.g., HSE Induction and Emergency Response E-Learning) and training plans are in place

Minimum Requirement:

  1. Minimum 03 years' experience in a similar role and industry
  2. Bachelor’s Degree in Engineering, Occupational Health, Safety & Environmental Science, or equivalent
  3. General HSE certificate in NEBOSH / IOSH is preferable

  2. In-depth Knowledge of HSE Regulations and Standards
    1. Regulatory Compliance: A deep understanding of relevant national and international safety and environmental laws, including OSHA, ISO 14001 (Environmental Management), and ISO 45001 (Occupational Health and Safety).
    2. Environmental Laws: Knowledge of laws regarding waste management, hazardous materials, emissions, and sustainability.
    3. Industry-Specific Regulations: Being familiar with the specific HSE requirements for your industry, whether it’s construction, manufacturing, oil and gas, or healthcare.
  3. HSE Program Development and Implementation
    1. Creating HSE Policies: Developing and establishing health, safety, and environmental policies and ensuring that they align with legal requirements and company goals.
    2. Program Management: Overseeing the implementation of safety programs, ensuring that they are effective and adhered to by all employees.
    3. Continuous Improvement: Regularly assessing and improving HSE processes and procedures to align with best practices and evolving regulatory standards.
  4. Risk Management and Hazard Identification
    1. Risk Assessments: Leading risk assessments to identify potential hazards and safety concerns, and implementing strategies to reduce or eliminate risks.
    2. Safety Audits: Conducting regular safety audits and environmental inspections to ensure compliance with safety standards and to detect any areas of improvement.
    3. Incident Investigation: Overseeing the investigation of workplace accidents, near misses, or environmental breaches, determining root causes, and implementing corrective actions to prevent reoccurrence.
  5. Training and Awareness
    1. Employee Training: Organizing and delivering training programs for employees to promote safe practices and environmental awareness. This includes new hire orientation, refresher courses, and specialized safety training.
    2. Safety Culture: Promoting a culture of safety throughout the organization by leading by example, encouraging safe behaviors, and ensuring employees understand the importance of safety in their daily tasks.
