He/She will be responsible for monitoring and coordinating various support activities within the department related to purchasing activities.
Duties and responsibilities
Process assigned purchase requisitions from the Group Leader within the agreed timeframe.
Independently interface with internal stakeholders (Project Team, Engineering, Proposal, etc.).
Organize and conduct tenders autonomously.
Negotiate with suppliers to secure the best costs, service levels, and contract terms.
Develop Commercial Bid Evaluations and propose awards.
Prepare and issue contracts and master agreements with suppliers, ensuring compliance with internal procedures and protocols, and securing all required documentation/authorizations.
Identify and propose cost-saving opportunities.
Manage activities related to estimating procurement man-hours for projects.
Monitor and analyse external and intercompany man-hours.
Coordinate external procurement services in collaboration with MAIRE Group local purchasing departments and external companies.
Review drafts of the liquidated damages notifications provided by the team, for further approval and issuing to vendors.
Review reports provided by team, for sharing with the Responsible and other Company functions.
Work with Purchasing Group Leaders and the Responsible of the Function to negotiate rebates, payment plans, and offers for closing tenders or single offers.
Verify payment release constraints as an interface between the project team and the administration.
Participate in project review meetings as required and for areas of competence.
Person Specification
Knowledge & Qualifications
A university degree with an internationally recognized procurement-related certification that meets market standards.
Experience
Essential: Experience as a Service Buyer in Oil & Gas, specializing in purchasing/procurement processes, ideally within an industrial context.
Direct experience managing UAE suppliers and international suppliers, if necessary.
Demonstrates a strong understanding of figures and commercial awareness.
Knowledge of export/import processes and documentation, including all modes of transport.
Minimum of 10 years' experience in the specific discipline.
Similar role covered in the last three projects of comparable size.
Experience working as a main contractor (EPC).
