Senior Vice President - Strategic Sourcing - Civil

Job Purpose

Responsible to execute efficient strategic sourcing initiatives (Civil & Infrastructures discipline), driving cost reduction, and improving Aldar’s sourcing capability and effectiveness. Identification of risk factors, analysing the market and advising the ED on the recommended actions. Lead benchmarking for discipline (Civil & Infrastructures).

Roles & Responsibilities

1. Develop a detailed plan, based on the high-level strategic plan, covering the forecasted demand for consultants, contractors, and suppliers by Aldar’s entities.
2. Collaborate with the design team to ensure standardization for design components (Civil/ Structural), creating efficiency in design and life-cycle costing.
3. Support the design studio in improving design practices and detailing to ensure design to budget.
4. Develop and implement efficiencies, standardized tools, practices and procedures for collecting market intelligence and demand planning.
5. Adopt strategic sourcing for typical products/goods required on Aldar Projects (designers, suppliers for structural elements and accessories…etc.).
6. Provide advisory support on the effective strategies to appoint the necessary Consultants, Contractors and Suppliers to deliver construction projects in both Buildings and Infrastructure fields.
7. Manage a high performing team of associates and managers for on-time delivery of approved initiatives.
8. Contribute to tender meetings to ensure the design intent is understood and VE options are explored.
9. Obtain and review project scope received from Users/Clients and provide feedback in order to ensure effective tender preparation and supply chain pricing.
10. Provide guidance as to the most beneficial packaging strategy and associated procurement routes.
11. Identify saving and synergies strategies against approved budgets and transactions.
12. Support with market research for adequate and innovative design and construction solutions.
13. Identify risk and opportunity in the engagements with every discipline (consultants, contractors, and supply chain).
14. Provide guidance to all Users’ teams/Clients in preparation of Project Procurement Strategies (and packages).
15. Manage information issued to Cost Estimation team for effective Benchmarking feedback.
16. Engage with Tendering & Supplier Management to ensure effective bidder selection/lessons learned.
17. Provide progress updates to Senior Management and End Users.
18. Utilize, review and propose improvements/lessons learned to department IT systems.
19. Recommend system/procurement improvements and implementation of lessons learned.
20. Conduct periodic study on ALDAR spend analysis as per category and vendor.

Skills & Experience

Relates Years of Experience

Min of 15+ years of experience in strategic planning for development, engineering and execution of construction and infrastructures projects. Experience in tendering and general procurement, with a proven track of procurement cycle experience through ERP modules.

Years in Managerial Position

Min of 4+ years of managerial experience in similar capacity.

Field of Experience

•Experience with large-scale developer / contractor/ PMC engineering, procurement, and construction.

•Real estate or construction industry (Buildings & Infrastructure Works).

Technical & Interpersonal Skills

•Demonstrated expertise in end-to-end EPC lifecycle management.

•Knowledge of market rates and key players in each discipline, local laws and various forms of contracts.

•High standards of personal and professional ethics required for managing supply chain.

•Enforcing standards, procedures, policies and contractual agreements.

•Strategic planning, problem solving and critical thinking.

•Excellent presentation, negotiation, and communication skills (verbal, written).

•Building and maintaining strong relationships with users and suppliers/contractors.

Qualification(s)

Bachelor / Masters degree in Civil or Structural Engineering.

Member of certified professional organization.
