Senior SCADA Engineer (Sewerage, Pumping Station)

Job Title: Senior SCADA and DCS Engineer

The selected candidate will be responsible for the development and enhancement of Dubai Municipality's SCADA specifications, design drawings, monitoring & control signals, and reviewing engineering submissions across various projects. This includes:

1. Development of designs and schematics.
2. Selection of components and software.

Roles and Responsibilities:

1. Prepare & review SCADA, DCS functional design specifications ensuring it uses the best mix of latest technology, cyber security and meets the specific needs for the recycled water and sewerage industry.
2. Prepare terms of reference documents.
3. Prepare concept designs (design drawings, system architecture & BOQs).
4. Review quality and test documentation and witness FAT/SAT of SCADA systems.
5. Facilitate coordination between multidisciplinary specialists and departments such as network, security, GIS, etc., for the integration of services to a common integrated SCADA platform.
6. Liaison with SI, O.E.M, contractors, and consultants during conceptualization, engineering, implementation, commissioning, and handing over of the system to ensure compliance and acceptance by the end user.
7. Review and evaluate SCADA and DCS systems from multivendors and provide recommendations based on specific needs.
8. Review project and execution plans, identify milestones, and follow up with relevant stakeholders and project teams.
9. Participate in risk identification, hazard analysis, and HAZOP.
10. Work closely with other project managers, engineers, and the MEP team to ensure proper integration and coordination of all system elements within the projects.
11. Conduct regular quality checks to ensure accuracy, consistency, and completeness of the system models, drawings, and associated documentation.

Qualifications:

1. 15 years of experience in the infrastructure construction industry (on SCADA, DCS Systems).
2. Experience in the Sewerage & Recycled Water Industry is preferred.
3. Previous experience in design verifications, supervising complex EPC contractors, and field verifications.
4. Engineering Degree in Instrumentation & Controls / Electrical & Electronics Engineering; a Master’s degree will be an additional preference.
5. SCADA, DCS or other control system certifications.
6. Good knowledge of international standards and best practices related to instrumentation and control systems.
7. Experience in preparing technical specifications and tender documents.
8. Must have good knowledge of digitalization and relevant technologies.
9. Shall have worked with different technologies in the field of communication and be aware of the interoperability with different types of communication protocols.
10. Shall have experience with major SCADA, DCS brands such as Yokogawa, SIEMENS, ABB, ROCKWELL, SCHNEIDER, etc.
11. Shall have worked on redundant hot standby systems from major brands such as Siemens, Rockwell, and Schneider.
12. Shall have proven experience in working with various network redundancy protocols such as RSTP, STP, MRP, HRP, etc., and have worked on the relevant hardware from different manufacturers.
13. Excellent communication and collaboration skills for effective teamwork.
