Job description

Job Purpose:

To lead and foster a culture of continuous improvement and technical excellence within Mashreq that is innovative, out-of-the-box and complements people’s learning journey. This position involves the strategic development, implementation, and management of comprehensive global and group technical training programmes that align with Mashreq’s goals and objectives. To lead the global technical L&D team and work closely with various stakeholders to identify learning needs, design innovative training solutions, and evaluate the effectiveness of training initiatives

Key Result Areas:

  • Create and execute a holistic technical Learning strategy that meets the bank’s aspiration in becoming an employer of choice and recognized globally.
  • Develop and implement effective and appropriate technology enabled learning and development solutions and content for all functions in the bank.
  • Manage and enhance the Learning Management System and ecosystem for the entire organization across all locations to ensure availability and consistent delivery of Learning and Development mandate to bank employees.
  • Strategically plan the annual technical training calendar per division including Board level that meets the real development needs of bank-wide employees.
  • Develop and deliver mandatory, regulatory and/or need-based technical skill development programmes.
  • Liaise with approved External Training Providers to arrange need based training inputs not available internally within the bank.
  • Establish in-house online content development capabilities by developing existing resources and adding appropriate resources to develop online content that meets business training needs.
  • Plan and monitor the technical and technology annual budget to ensure that expenditure is in line with business plan.
  • Accountable for all global CB reporting and regulatory training requirements
  • Engage SMEs/key points of contact in each division in developing and promoting online synchronous and asynchronous learning interventions to meet business needs and related development needs of their group/unit employees.
  • Direct and oversee the administration and maintenance of the learning centers/operations across all locations to ensure consistent delivery of learning and development services for bank employees attending cost associated or in-house trainings.
  • Report the learning and development metrics to senior management and regulatory authorities such as the Central Bank, Internal Audit and Compliance departments to track completion, performance and effectiveness of Learning and Development function of the bank.
  • Define and implement learning and development processes and policies for the entire organization to provide a framework and guidelines for availing learning and development services offered by the L&D team
  • Partner with the behavioural L&D team globally to ensure that learning is planned in a holistic way
  • Create, design, and lead the delivery of the skill assessed Learning Pathways across all locations.
  • Lead and implement value add and innovative digital and AI learning technologies across the bank globally including the use of digital and innovate tools to create an exceptional people experience.
  • Lead the strategic learning direction and implementation for the bank on holistic skill academy-based learning to support the adoption and transformation of AI.
  • Define and lead a strategic approach to learning effectiveness, evaluation and ROI
  • Lead, develop and support the global technical L&D team to build their skills and capabilities
  • Identify and build capabilities of technical SMEs across the bank ensuring that training standards are high quality when delivered within this network
  • Support on holistic learning and development delivery as and when required
  • Represent the learning function in response to regulatory requests to ensure operational risk is maintained

Knowledge, Skills, & Experience:

  • The incumbent should have minimum of bachelor’s degree and a minimum of 15 years of Learning and Development experience; Experience in banking and finance industry will be an added advantage.
  • Expert in training needs analysis, solution deployment and learning impact/evaluation
  • Relevant E-Learning development and Management of a Learning Administration function experience.
  • Role holder should have strong communication, influencing, inter-personal and analytical skills and the ability to manage and partner with stakeholders at a senior level
  • High level of proficiency in Learning/skill assessment authoring tools and administration of Learning Management Systems is required
  • Excellent understanding and in-depth knowledge of learning instructional design and delivery methods.
  • Leading a global remote team across multiple countries
  • Technical acumen of learning systems, AI enabled learning and technologies to an advanced proficiency level
  • Exposure to and qualifications in Learning and development quality standards such as ISO 29990 is desirable
