Job Purpose:

The Senior Manager - Infrastructure will manage and maintain infrastructure requirements for the company/verticals/subsidiaries across all projects.

Key Accountabilities - Senior Manager - Infrastructure:

  • Lead preparation of project plans by analyzing designs, time frames, and costs involved for infrastructure development of Master Communities.
  • Manage and review infrastructure requirements including electrical, telecoms, street lighting, potable water, sewer, irrigation, district cooling, gas, groundwater, and other applicable services for all company/its verticals projects to ensure proper implementation and sustainable operation & maintenance.
  • Ensure coordination of infrastructure and implementation of concept designs with all other departments to maintain an accurate updated database of infrastructure records, proper construction, operation, and maintenance.
  • Manage, review, and recommend processes for internal masterplan changes, new proposals, and consultant designs, verifying recommendations to management that are feasible, practical, and cost-efficient.
  • Manage third-party developers' requests for information, utility load and traffic demands, NOCs, and complaints in a professional and timely manner in compliance with company standard policies and procedures.
  • Ensure infrastructure masterplans are updated on time to relevant authorities such as RTA, DM, DEWA, Empower, Lootah Gas, and Telecoms providers as required.
  • Coordinate with all stakeholders for interfaces between Projects & Development, Roads, and Services.
  • Abide by the company’s standards and confidentiality policies.
  • Advise the master plan management team on all infrastructure requirements that need to be considered in any master plan proposal.
  • Perform feasibility studies on different engineering methodologies relevant to infrastructure services and present them to the master plan management team, identifying the most cost-effective and feasible option.
  • Advise on the associated cost of any proposed infrastructure work as per the latest market value.
  • Manage and support the development team across all company/its verticals ongoing projects, review received submissions, provide comments, check the capacity of water, sewerage, TSE, and stormwater connection points, and support consultants in obtaining approvals from DM & DEWA.
  • Finalize sewerage hydraulic models for projects involved, updating the sewage loads as per the latest master plan data sets.
  • Update wet utilities data sets as per the latest master plan data sets in both wet utilities sheets and enterprise for all plots in the company/its verticals developments.
  • Study and provide assessment for Urban Management requests such as land use change, amalgamation, dividing plots, etc., with sewerage loads, water demands, and identify associated costs in accordance with master planning developments and updates.
  • Support the company’s community and mall teams to solve all accidents and emergencies within the company’s/vertical’s projects, including but not limited to providing technical support, preparing RFPs, and following up with hired consultants.
  • Define the company/verticals' ultimate strategies regarding all wet utilities to serve our developments and lead the coordination with DM, DEWA, and Empower.
  • Lead coordination between all involved stakeholders regarding the elimination of existing/proposed STPs and provide connections towards DM proposed/existing lines.
  • Lead the ultimate demand for district cooling for certain developments involved and coordinate with Empower for proposed routing and catchment areas.

Desired Candidate Profile

  • Master's in Engineering Project Management – Water Projects Management (Preferable)
  • Bachelor’s degree in Civil Engineering – Water Resources & Environment
  • Minimum 6-8 years’ experience in infrastructure engineering with at least 3 years’ experience in a senior managerial level in the infrastructure department for a large property developer, Municipal Corporation, City Communities, or with a Major Utility Provider like DEWA, ADWEA, or Private Units.
  • Ability to develop and implement a strategic plan for infrastructure projects.
  • Project lifecycle and Risk Management skills.
  • Critical thinking and problem-solving abilities.
  • Ability to create and manage project schedules to ensure timely completion.
  • Effective communication with internal and external stakeholders.
  • Adhere to established budgets and costs of delivery of Road and utilities projects.
  • Process improvement skills.
  • Vendor Management - Effectively managing relationships with vendors and external partners.
  • Ability to appoint suitable contractors and consultants to support the delivery of Road and utilities projects.
  • Ensure compliance with applicable standards and specifications; the ability to carry out specific design reviews and independent analysis of service providers’ capacity is essential.
