Job Description

Job Purpose:

The job holder is responsible for managing and ensuring cost-effective, aesthetically pleasing master developments, released to the market on time, which can be constructed to a fixed budget to produce an agreed return to the business and its stakeholders.

Key Accountabilities:

  1. Assist in the preparation of project development briefs for various asset classes.
  2. Assist in the preparation of project development budgets and feasibility analysis for Senior Management approval.
  3. Assist with the preparation of RFPs, Consultancy Agreements, and Construction Contracts. Prepare Budget reconciliation documentation.
  4. Provide periodic status reports (weekly, monthly, and ad hoc) concerning design development, commercial performance, construction updates, authority’s approvals, procurement, and schedule performance.
  5. Provide early warning of any potential issues that may affect the delivery of the product from a commercial, schedule, and specification perspective and communicate these issues to senior management.
  6. Instigate Value Engineering studies when appropriate whilst ensuring the product brief and quality aspirations are maintained.
  7. Prepare and conduct presentations to Senior Management concerning product particulars, design intent, and commercial performance that are required when necessary to obtain approval.
  8. Ensure that design Consultants are complying with the product brief whilst ensuring the costs for the development remain within budget.
  9. During design development, review and challenge the cost estimates at each design gateway and provide direction to the various design consultants to remain within approved budgets.
  10. Review programme and provide commentary on opportunities where programme performance can be improved.
  11. Assist in risk management studies with Senior Management.
  12. Assist in managing documentation that is required prior to product sales launch.
  13. Review feedback from sales, marketing, FM, security, IT teams and ensure product improvement.
  14. Perform all other relevant tasks assigned by the Senior Director Managers and Chief Development Officer.
  15. Manage team resources, both internal and external, to optimize productivity and ensure that the project is delivered within the agreed time, cost, and specification.
  16. Achieve the Company’s core purpose to create great places for people to reside, work, relax, and play and to improve the quality of life of the society in which the Company operates.
  17. Achieve Company goals to develop products that are the first choice in every product and price segment across every development category such as retail, residential, office, hotel, etc.
  18. Maintain and adopt the Company’s HSEQ policies whenever they are discharging their duties on behalf of the Company.
  19. Liaise with various internal and external stakeholders.
  20. Liaise with various consultants such as design, lead, and cost consultants.
  21. Liaise with statutory authorities as required.

Key Performance Indicators:

  1. Percentage of projects delivered within the approved budget.
  2. Value or percentage of cost reductions achieved through value engineering or negotiations.
  3. ROI achieved on completed projects compared to projections.
  4. Percentage of projects delivered on or before the scheduled completion date.
  5. Percentage of project milestones completed on time.

Internal: Across DH/Verticals employees

External: External clients, consultants and vendors, potential 3rd party developers + JV partners

Desired Candidate Profile:

  • Bachelor’s degree in urban planning, civil engineering, architecture, or a related field. Master’s degree is preferred.
  • Minimum of 8 years of relevant experience in real estate development, with a focus on complex master planning, infrastructure coordination, and project management.
  • Proven experience in managing multi-phase development projects within a high-stakes environment, with an emphasis on technical problem-solving and strategic issue resolution.
  • Strong understanding of UAE regulatory frameworks, master planning principles, and infrastructure planning standards.

Job Specific Skills:

  • Good knowledge of property market dynamics, materials, construction processes and techniques, local conditions, customer preferences, and current trends.
  • Competent knowledge of local authority’s development regulations.
  • Good English language skills required.
  • Strong inter-personal, organizational, and presentation skills required.
